This is a Direct Hire Authority (DHA) solicitation for U.S. Army Research Institute (ARI) under the Laboratory Demonstration Project. About the Position: This position is located in the Program, Budget, and Strategy Office in Fort Belvoir, VA. The DB-03 broadband incorporates GS-12 step 1 through GS-13 step 10 grade level and salary level equivalents.

Duties

The incumbent will report directly to the Chief of the Programs, Budget, and Strategy (PBS) Office, U.S. Army Research Institute for the Behavioral and Social Science (ARI) and will receive general guidance from the ARI Director (SES). The incumbent will serve as the technology transfer representative for the U.S. Army Research Institute for the Behavioral and Social Sciences (ARI). The incumbent will establish and maintain strategic partnerships to promote ARI’s research and maintain awareness and understanding for technology transfer with the Department of Army (DA). The incumbent will not design nor execute psychological research (e.g., industrial/organizational nor clinical research). Prepare and provide briefs after receiving minimal input from the Supervisor and/or Team Leader. Provide sound technical input to support and defend realignment(s) of research priorities for specific science and technology base programs. Prepare and review organizational and scientific briefings, reports and papers.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Secret security clearance.
  • This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE 450) upon entry, and annually thereafter.

Basic Requirement for a Psychologist (Research / Programs and Strategy): Degree: Bachelor's degree (or higher degree) with a major or equivalent in psychology. In addition to meeting the basic requirements above, to qualify for this position you must also meet the qualification requirements listed below: Experience required: To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: Experience analyzing research programs to confirm organizational strategic and scientific goals are achievable; documenting or promoting data in order to communicate the efficiency of research programs; and providing or monitoring behavioral science research to ensure program plans are being followed and/or adjusted as needed. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service DB-02 (GS-11).
