This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the Department of Defense to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Utilize a combination of data science, statistics, mathematics, operations research, psychological theory, economic, and behavioral expertise to provide insights and recommendations to civilian human resources policies, programs and processes.

Duties

Conducts analyses of Department of the Army civilian personnel and human capital policies, programs, and processes. Develops action plans by defining scope of problem, choosing appropriate techniques, validating assumptions, gathering data, and documenting results. Performs a broad range of analyses for difficult-to-define, controversial, new, or novel systems or functions Plans for the collection, scoring, and analysis of data for assigned projects to include collecting data from the field, convening panels of subject matter experts, and supplying other information as required.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Requirement for Operations Research: I have a bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. (Note: You must attach a copy of your transcripts.) Basic Requirement for Data Science: I have a bachelor's degree (or higher degree) in mathematics, statistics, computer science, data science or field directly related to the position. My degree is in a major field of study (at least at the baccalaureate level) that is appropriate for the position. (Note: You must attach a copy of your transcripts.) OR I have a combination of education and experience which includes courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience. (Note: You must attach a copy of your transcripts.) Basic Requirement for Psychology: I have a bachelor's degree (or higher degree) with a major or equivalent in psychology. (Note: You must attach a copy of your transcripts.) In addition to meeting one of the basic requirement(s) listed above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience GS 14: One year of specialized experience which includes designing, and implementing models, tools, and techniques to analyze and resolve a variety of issues; formulating, testing, and evaluating new theories, principles, concepts, and/or practices; and carrying out surveys such as the: Federal Employee Viewpoint Survey (FEVS) by collecting, scoring, and analyzing data to present findings. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
