The primary purpose of this position is to Serves as a planner and targeteer to lead and make substantive contributions to Joint cyberspace operations deliberate/contingency planning, both in support of Joint Planning Groups (JPGs) and in direct support of Combatant Commanders (CCDRs).

Duties

Serves as planner and targeteer for cyberspace operations and collaborates with other cyberspace operations. Provides in-depth interpretations of guidelines that are sometimes broadly defined and subject to various interpretations. Development of war, contingency operations or time sensitive operation plans. Provides expert consulting support to the development, review, coordination and cross-regional integration/de-confliction of defensive cyberspace operations warfare-related operational-level plans (OPLANs) and orders (OPORDERs). Makes recommendations to reporting seniors regarding existing, emerging and long-range issues related to defensive cyberspace operations strategy, policy, doctrine, and organization. Prepares reports, staff studies, and briefings. Investigates and analyzes a variety of unusual cyber problems, questions, or conditions associated with formulating policies, plans, procedures and studies to improve or alter major cyber plans, and policies.

  • This position has been designated as Special Sensitive. The employee is required to obtain and maintain a Top Secret/Sensitive Compartmental Information clearance as a condition of employment.
  • This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
  • As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft in accordance with Joint Travel Regulations in performance of temporary duty (TDY).Recall to duty may be a requirement of this position.
  • May be required to work non-traditional duty hours and/or be “on call” after normal duty hours, which may include evenings, weekends and holidays. Overtime may be required on short notice. Shift work may be necessary during exercises or crisis.
  • May be required to perform Battle Roster functions during Exercise and Real World events. These duties may require additional duty hours and/or alternate duty locations.
  • Battle Roster functions may include, but are not limited to, Joint Personnel Operation Cell, Contingency Command Center, Future Operations Center, Joint Enabling Capability, and other tasks as assigned.
  • This is a KEY position IAW 32 CFR, Part 44 Appendix A and DoD Directive 1200.7.
  • A Key Position is a Federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively.
  • Individuals selected for Key positions must be made exempt from military mobilization and/or recall. Applicants for positions designated as “Key” positions who do not agree to this condition shall not be extended an offer of employment.
  • This position is eligible for situational telework, which is separate and distinct from the employee’s eligibility. DD Form 2946, DoD Telework Agreement and required telework training must be completed prior to participation in telework program.
  • Under DODI 1035.01_DAFI 36-816, Telework Program, a civilian employee’s telework arrangement may be terminated at the discretion of the supervisor or at the employee’s request.
  • Eligible for situational telework only, including Ad Hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge and ability at combining analytical, full spectrum operations and adaptive planning expertise sufficient to serve as senior planner. Comprehensive knowledge of cyberspace operations mission and regulatory authorities and policy directives governing full spectrum cyber operations. Knowledge of cyberspace operations capabilities and processes. Knowledge of assigned annex/subject matter area operations concepts, employment, tactics, techniques, and procedures. Experience in providing thorough advice and input to Command level guidance, Command and regional plans, and exercises. Knowledge of analytical and evaluative methods for determining the effectiveness of various courses of action pertaining to cyber operational plans. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge in applying analytical methods typically employed to support military planning, and to justify recommended strategies, polices and courses of action. Knowledge of the DoD organizational structure as it pertains to full spectrum cyberspace operations, including the missions, functions, responsibilities, and interrelationships among the Combatant Commanders (CCDRs) and other DoD elements. Skill in applying the DoD structured joint operational and cyberspace planning process. Knowledge of cyberspace operations policy and doctrine sufficient for negotiation and/or defense of controversial inter-command or inter-service or cyberspace operations support issues and interagency issues. Knowledge of the role of the DoD Information Network (DODIN) in supporting and facilitating military operations, worldwide. Ability to conduct contingency and crisis action planning for cyberspace operations to protect, detect and/or mitigate IT and cyberspace vulnerabilities. Ability to conduct crisis action planning for offensive cyberspace operations. Ability to work collaboratively with other members of the cyberspace community and the ability to write, articulate, vet and defend military operation plans to support full spectrum cyberspace operations. Ability to lead operational planning teams and joint planning groups that develop courses of action. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
