The primary purpose of this position is to serve as a DoD Financial Management Specialist providing various
financial management functions involving the formulation, justification and or execution of budgets and accounting
support for organizations, programs, or projects, responsible for supporting the organization's strategic goals,
objectives and deadlines.
Duties
Performs financial management/budget formulation work involving preparation of detailed accounting and financial analysis for working capital fund, annual and/or multi-year budget estimates for one or more budget years.
Performs budget execution, trend analysis and financial management analysis involving the monitoring of obligations incurred and the actual expenditures of funds, transfer of funds from other agencies different sources and types of funding, such as direct annual, multi-year, and no-year appropriations; apportionments; and allotments.
Provides advice, assistance, and guidance as to proper methods, techniques, and factors regarding budgetary, financial and accounting matters.
Leverages existing processes to identify and assess risk using data analytics for accurate reporting in identifying problems and trends.
Serves as a senior financial management specialist providing advice, guidance, or general oversight to other financial management specialist/leadership.

- This is a Financial Management Level 2 certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 1112-81, Subtitle Financial Management Section 1599d.

- Must be able to obtain and maintain a secret clearance to maintain financial system access
- The duty location for this position is Tinker AFB, however, this position is eligible for maximum telework flexibilities. Telework options can be negotiated and implemented after entrance on duty
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Financial Administration and Program Series, 0501. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes providing administrative, accounting and financial services, financial advice and decision support by managing the organization's financial activities. Must be able to apply financial management policies, procedures, and processes across responsible areas of the enterprise and exercise surveillance over organizational projects/programs and financial management techniques and controls. In addition, must be able to perform assigned budget execution tasks to meet needs of the organization at the lowest operation level. Monitor the use and rate of expenditures of allocated budgeted funds through continuous dialogue with program officials and their staff, and the review of written documents and examination of accounting records.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of commonly used DoD accounting and budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute assigned budget in support of the mission, structure, goals, work processes, and programs of assigned organization(s).
2. Knowledge of DoD missions, functions, goals, objectives, financial management processes, and sources of funding pertinent to working capital fund and other support programs.
3. Skill in the application of analytical methods and techniques, mathematical and statistical analyses, and various cost estimating techniques to analyze and evaluate the effects of changes in program plans and funding and conduct economic and cost studies/analyses.
4. Skill in developing and implementing guidance that considers various disciplines, such as program managers, engineers, and logisticians for purposes of meeting program objectives.
5. Ability to communicate effectively, both verbally and in writing, clearly, concisely, to justify, defend, present, and or advise on budgetary processes/actions.
6. Ability to gather, assemble, and analyze data to prepare budget estimates, develop alternatives, and make recommendations to resolve budget/funding problems.
7. Ability to manage several projects simultaneously
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
