The primary purpose of this position is to perform IT service manager (SM) duties performing as a senior information technology (IT) specialist that provides a wide range of IT services.

  • Work may be occasionally require travel away from the normal duty station on military and/or commercial aircraft
  • This position is designates as a testing position under the civilian drug-testing program. It is mandatory for the incumbent to refrain from the use of illegal drugs and misuse of prescription medication.
  • It requested, incumbent must submit to urinalysis testing.
  • Incumbent must possess and maintain a Top Secret SCI clearance
  • Information Assurance Certification is a condition of employment. The incumbent must achieve the appropriate IA certification within 6 months of assignment of these duties.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology Management (Alternative A) SPECIALIZED EXPERIENCE GS09: Applicants must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND have one year of specialized experience equivalent to the GS-07 (or equivalent) grade level which includes experience with a principles, concepts, and theories of the classified title, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments; experience with analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives. OR EDUCATION: master's degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree. SPECIALIZED EXPERIENCE GS11: Applicants must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND have one year of specialized experience equivalent to the GS-09 (or equivalent) grade level which includes experience with a wide range or principles, concepts, and practices of Information Technology sufficient to perform difficult and complex work assignments; experience with quantitative and qualitative analysis and investigative techniques in order to synthesize data, evaluate significant factors, and recommends ways to improve the effectiveness and efficiency of work operations. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree SPECIALIZED EXPERIENCE GS12: Applicants must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND have one year of specialized experience equivalent to the GS-11 (or equivalent) grade level which includes experience with complex IT systems analysis and service functions concepts, functions, techniques, and capabilities sufficient to evaluate the feasibility of proposed new systems and service function projects; and to design, write, test, debug, and maintain information systems and service functions and ensure successful integration with existing and anticipated infrastructure and the database environment. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs) GS-12: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of IT management information systems and applications software technology to isolate causes of problems between hardware, systems, and services and to measure systems performance and/or extend operating system capabilities to support organizational business processes and operations. Knowledge of IT systems analysis and service concepts, functions, techniques, and capabilities sufficient to evaluate new and emerging IT methods and principles, the feasibility of proposed new systems and service function projects; and to design, write, test, debug, and maintain information systems and service and ensure successful integration with existing and anticipated infrastructure in the database environment. Knowledge of the IT enterprise network architecture, IT planning, and management processes to develop long and short range Infrastructure planning and performance guidance in accordance with broad agency program policies and objectives. Knowledge of IT Infrastructure Library concepts to manage IT infrastructure, development, and operations. Knowledge of support principles sufficient to receive, responds to, and ensure complete resolution of problems. Ability to maintain and up-to-date awareness of technological advances and predict how management can meet future requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs) GS-09/11: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of basic principles of the classified titled or related field. Skill in communicating factual and procedural information clearly, orally and in writing. Ability to learn basic techniques of the classified title. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions. Ability to plan and organize work, and consult effectively with co-workers. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
