You will serve as a SUPERVISORY TEST MANAGEMENT SPECIALIST in the Research and Development Group, Weapons and Energetics Dept, Ordnance, Test and Evaluation Division, Test Planning and Strategies Branch of NAVAIRWARCENWPNDIV CHINA LAKE.
Duties
You will identify and qualify new test and evaluation work opportunities.
You will organize and plan projects, execute within budget, establish priorities and coordinate activities across multiple projects effectively balancing competing requirements to achieve a positive outcome.
You will train and mentor junior staff in the preparation of ordnance test and evaluation documentation, including test procedures, reports, cost estimates, spend-plans, test records, and oversee the development of standard operating procedures.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to successfully complete a pre-appointment physical examination.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-9/12) or pay band (NM-03) in the federal service or equivalent experience in the private or public sector. Specialized experience includes duties related to the following: 1) Managing projects related to ordnance test and evaluation, including providing customers with information regarding facilities and capabilities readiness, test requirements, scheduling, and cost; 2) Providing written and oral briefings to stakeholders regarding the status, cost, and schedule of test and evaluation projects; 3) Preparing test and evaluation documentation, including test procedures, reports, cost estimates, spend-plans, test records, and Statements of Purpose (SOP); 4) Managing resources for test and evaluation projects, including facilities, budget, and manpower.
