This vacancy is for a Financial Specialist is located in the Department of Homeland Security (DHS), United States Coast Guard (USCG), Command, Control, Communications, Computers, Cyber and Intelligence Service Center (C5ISC), Asset Logistics Division (ALD), located in Norfolk, VA.
This position may be filled through means other than the competitive promotion process.
Duties
The incumbent serves as a Financial Specialist focusing on conducting extensive planning, and providing guidance and analysis in support of budget, financial planning, financial execution and financial reporting processes.
Requirements

Qualifications
To qualify at the GS-11 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-09 grade level in the federal service. Specialized experience at this grade level includes:
Providing data that supports the creation of budget or a spend plan;
Performing administrative work which supports either the establishment of Inter-Agency Agreements (IAA) or the payment of invoices affiliated with IAAs;
Performing Purpose-Time-Amount determinations required for approving purchase requests;
Performing validation steps required to properly pay invoices; and
Extracting data from systems to facilitate the creation of reports.
OR
Applicants may substitute successful completion of 3 years of progressively higher-level graduate education leading to such a degree or Ph.D. or equivalent graduate degree (such as an LL.M, if related).
OR
A combination of appropriate specialized experience (as described above) and graduate education (as described above) that is beyond the second year of progressive graduate study to meet the qualification requirements.
To qualify at the GS-12 level, applicants must have one year of specialized experience equivalent to at least the GS-11 grade level in the federal service. Specialized experience at this grade level includes:
Creating data-centric reports and performing analysis to identify trends, problems, areas for improvement, etc.;
Monitoring the overall unit execution of a budget or spend plan;
Performing troubleshooting in a system to ID root causes for problems with purchase requests or obligations, and coordinating corrective action; and
Providing customer service support (to personnel outside of your immediate team) who are depending on your input to move their work forward.
Education cannot be substituted for experience at this grade level.
To qualify at the GS-13 level, applicants must have one year of specialized experience equivalent to at least the GS-12 grade level in the federal service. Specialized experience at this grade level includes:
Coordinating the creation of a unit budget or spend plan;
Completing the administrative work (including managing communications with POCs at partnering federal agencies) to establish Inter-Agency Agreements (IAA);
Providing key support and contributions to facilitate the improvement, creation or improvement of a database, system or reports; and
Providing recommendations for corrective actions, new work initiatives and process changes to senior leadership.
Education cannot be substituted for experience at this grade level.
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
