The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned United States Space Force, Directorate of Intelligence (S2), Partnerships and Integration Division (S2I).

Duties

Duty 1: Plans, organizes, and directs the activities of HQ US Space Force, Directorate of Intelligence, Partnerships and Integration Division ensuring that Intelligence, Surveillance, and Reconnaissance (ISR) workload complies with legal and regulatory requirements and meets customer needs. Duty 2: Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Duty 3: Creates and implements policy related to ISR partnerships and integration (P&I) across the Space Force intelligence enterprise. Duty 4: Oversees and manages the establishment and continued development of Space Force intelligence component offices. Duty 5: Presents ISR capabilities to a wide variety of service, national, and foreign partner customers. Serves as the lead for the SF/S2 space intelligence foreign partnership program integrated with the Space Force's larger P&I engagement strategy.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), Special Sensitive information, Top Secret Special Access Programs (SAP). A non-disclosure agreement must be signed.

  • This posn is subject to provisions of the DoD Priority Placement Program

  • Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.

  • An advanced intelligence-related or professional/scientific degree is highly desirable.

Qualifications

This is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-15 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. *** Salary ranges includes local market supplements *** EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: expert knowledge of space-based remote sensing, orbitology, satellite operations, the inter-related processes of Tasking, Collection, Processing, Exploitation, and Dissemination (TCPED), how these support/enable various intelligence disciplines, the national intelligence community, Joint, DoD structure, organizations and mission/functions, inter-relationships and operations, knowledge of the foreign and ally space-based ISR systems, on orbit and in development, their capabilities, their applicability / ability to fulfill US intelligence needs, their ability to collect intelligence on United States and allied systems and operations, and any threat they pose to United States operations and space-based systems, skill and experience conducting complex research, identifying appropriate available ISR capabilities and producing ISR capability assessments that answer specific tasks to link and leverage agency capabilities in support of consumers, customers and clients and ability to communicate clearly to senior management the decision making process and to plan, organize and direct subordinate staff effectively. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of space-based remote sensing, orbitology, satellite operations, the inter-related processes of Tasking, Collection, Processing, Exploitation, and Dissemination (TCPED), how these support/enable various intelligence disciplines. Knowledge of the national intelligence community, Joint, DoD structure, organizations and mission/functions, inter-relationships and operations. Comprehensive knowledge of the foreign and ally space-based ISR systems, on orbit and in development, their capabilities, their applicability / ability to fulfill US intelligence needs, their ability to collect intelligence on United States and allied systems and operations, and any threat they pose to United States operations and space-based systems. Skill in conducting unbiased complex research, identifying appropriate available ISR capabilities and producing ISR capability assessments that answer specific tasks to link and leverage agency capabilities in support of consumers, customers and clients. Ability to communicate effectively both orally and in writing to senior level audiences for decision-making purposes. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
