You will serve as a Program Analyst in the Contracts Department, Acquisition Policy/Oversight Division of Naval Undersea Warfare Center, Division Keyport, Washington (NAVUNSEAWARCENDIV KEYPORT WA).
Duties
You will manage the Contracts Department records, including all contract and purchase files and correspondence, and control the maintenance and development of acquisition directives.
You will analyze performance metrics and analysis reports, providing them to the Contracts Department management team.
You will research and prepare data call responses for submittal to Naval Sea Systems Command (NAVSEA).
You will utilize various management and procurement data collection and analysis techniques (including but not limited to statistical, trend, risk and compliance analysis) and various procurement and management systems.
You will provide status reports which will include metrics analysis on reporting status and completions.
You will follow up with assigned personnel on status of reports due for completion, responding to inquiries from activity managers on status, and updating activity policy/directive.
You will manage Contracts Department files, training materials and database, and business correspondence, including all applicable archiving, shredding, and disposal.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
For GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Analyzing trends to recommend or establish procurement or acquisition solutions for an organization.
For GS-07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Analyzing data related to procurement or acquisition to support solutions regarding processes and methods for an organization.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
GS-09: Successful completion of a Master's or equivalent graduate degree;
OR
Successful completion of two full years of progressively higher level graduate education leading to a Master's degree;
OR
Possession of an LL.B. or J.D., in a field directly related to the position being filled.
GS-07: Successful completion of one full year of graduate level education;
OR
Successful completion of a Bachelor's degree with superior academic achievement.
