The position is located in the Department of State (DOS), Office of the Executive Secretariat Staff (S/ES-S), Innovation Unit. S/ES-S coordinates the preparation of policy papers for the Secretary, Deputy Secretaries, Under Secretary for Political Affairs, Counselor, and the White House, as well as five other Under Secretaries.
Duties
Oversee and coordinate innovation projects, policies, strategies, and agreements in coordination and partnership with offices across the S bureau and with bureaus and offices across the Department.
Perform analyses to identify effective administrative processes and those that are ineffective across bureau and/or Department lines.
Oversee staff that is responsible for supporting the technology and innovation needs of the Executive Secretariat and, by extension, the business process needs of the Secretary and other senior leadership.
Evaluate products for relevancy, accuracy, completeness, and working with other branches and divisions to ensure all S/ES-S equities have been appropriately addressed in products prior to front office review or release.
Develop and implement management surveys, in consultation with Department stakeholders, to determine compliance with bureau and Department needs.
Requirements
- U.S. Citizenship is required.
- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Top Secret security clearance.
Qualifications

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience analyzing and evaluating methods and techniques to assess program effectiveness and improve management processes and systems.
Experience applying knowledge of administrative laws, policies, and regulations to provide expert advice and manage programs.
Experience advising senior officials and providing strategic policy recommendations.
There is no substitute of education for specialized experience for the GS-14 position.
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:
Ability to assign, review, and supervise the work of others;
Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
Ability to adjust to change, work pressures, or difficult situations without undue stress;
Willingness to consider new ideas or divergent points of view; and
Capacity to "see the job through."
