Duties
As a Supervisory Human Resources Specialist at the NH-0201-4 some of your typical work assignments may include:
As a supervisor, a full range of supervisory responsibilities for subordinates is performed at least 25% of the time. Assigns work to subordinates based on priorities, difficulty of assignments, workload and capability of employees; provides technical oversight and instruction on administrative matters; develops performance plans, provides actionable feedback, and rates employees; interviews candidates for subordinate positions; recommends hiring, promotion, or reassignment; takes disciplinary measures; identifies, provides and/or arranges for developmental needs of employees.
Provides technical advice and counseling on employee relations, leave, hours of work, telework, work-life, incentive awards and performance management to support assigned organizations.
Analyze significant issues and problems and develop recommendations and alternative solutions.
Assures that all policy, regulatory and program issuances are properly integrated and are thereby fully supportive of MDA's mission requirements and in accordance with human resources laws, regulations, policies and procedures to meet organizational needs and implement Office of Personnel Management (OPM), DoD and agency requirements.
Research and interpret HR laws, policies, regulations and reference materials, analyzes information, selects appropriate approach and recommends corrective action for HR efficiencies.
Translate findings, recommending specific corrective action including new or revised program requirement or guidance or other appropriate measures.
Provide timely responses and customer service through feedback and follow-up to assure completion of required actions. Prepare and present reports and briefings on program status and/or recommends action to key staff elements.
You will provide expert technical and administrative direction and supervision in the preparation, review, and processing of actions associated with military pay and personnel allowances and entitlement.
You will review and analyze case files involving requests for the correction of military records, including cases with complex and controversial issues.
You will verify that pay and personnel system events are correctly prepared and processed. You will provide advice on effective management, plan work and issue work assignments to subordinates, set and adjust short-term priorities, and prepare schedules for completion of work.
You will hear and resolve complaints from employees, identify developmental and training needs of employees, and provide/arrange require training.

Qualifications
You may qualify at the NH-04/GS-15 if you fulfill the following qualifications:
One year of specialized experience equivalent to the NH-03/GS-13grade level in the Federal service:
Oversee the implementation and execution of military personnel policies and programs to ensure consistency.
Provide guidance and customer service support on military HR management and regulations, policies, and procedures.
Compile and analyze data obtained from a variety of sources to identify trends, deficiencies, and accomplishments.
Identify problems, prepare report of findings, and present recommendations to management
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
