The incumbent provides leadership across the Department for the development, planning, management, and assessment of Treasury's cybersecurity policies, processes, and programs to ensure the security and reliability of Treasury information systems, to include classified (collateral) and unclassified (sensitive) systems, as well as coordinating, tracking, and advising on ACIO-CS programmatic and project activities.

Duties

As an IT Specialist (INFOSEC), you will: Be a recognized technical authority providing leadership and expert advice on developing and implementing cybersecurity policies, programs, and processes to ensure the security and reliability of information systems throughout the Department in accordance with the Federal Information Security Modernization Act of 2014, OMB Circular A-130, and security standards and guidelines issued by the National Institute of Standards and Technology (NIST) and the Committee on National Security Systems (CNSS). Provide technical expertise to the design, development, and implementation of information security policies and procedures. Provide leadership on projects pertaining to cybersecurity enhancement. Develop and maintain effective relationships with current and potential stakeholders. Identify, keep abreast of, and disseminate industry and technology best practices and developments and integrates these into policies, standards, and procedures as appropriate. Coordinate internal and external reporting requirements, briefings, and other types of communication. In the area of cyber security and policy, responsible for the preparation, review, analysis, and submission of department-wide guidance and reports and inquiry responses to outside (i.e., non-OCIO) organizations, including oversight and shared services organizations.

Qualifications

You must meet the following requirements by the closing date of this announcement. Specialized Experience for the GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service, public or other private sectors. Specialized experience for this position is defined as ALL of the following: Experience developing, defining, managing, and documenting IT projects specific to cybersecurity; AND Experience developing and interpreting policies for implementation in cybersecurity programs; AND Experience participating in making decisions and recommendations influencing IT/cybersecurity policies and programs. In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
