This position is located in the Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network 6 at the Salem VA Health Care System in Salem, Virginia, within the Nursing Service, Acute Care and Operations sections. This position serves as a principal assistant to the Associate Chief Nurse of Nursing Service on administrative matters. Coordinates administrative matters with managers and supervisors to all sections of the Acute Care, Operations Nursing Lines.
Duties
Responsible for formulation and execution of annual budget including supplies, equipment, and all other general operating expenses.
Develops monthly and quarterly cost ceilings while maintaining running control of funds to ensure that accounts are within authorized levels.
Assists in developing both long and short-range policies and plans for the organization by assisting with coordinating the administration needs of the organization(s) for which accountable.
Assists in establishing Clinical, equipment and space policy for Acute Care and Operations Nursing Services.
Performs the full range of personnel management, administration, and coordination with varied functions and activities.
Prepares and reviews purchase order for supplies and nonexpendable property such as equipment, to include personal computer hardware and software and other specialized equipment necessary to the effective function of the office/service.
Develops, interprets, applies, and integrates objective criteria and acceptable standards for use in monitoring activities.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/27/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of this position. Specialized experience includes but is not limited to: experience in human resources, purchasing, supply and property management, records management, financial management and budget. Plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations in a program or support setting.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent degree, OR 2 full years of progressively higher-level graduate education leading to such a degree, OR LL.B. or J.D., that is related.
