About the Position: The incumbent works under the direct supervision of the IMCOM Chief of Public Works Division (IMCOM Engineer) and general supervision of the Director, Operations, Emergency Services, and Facilities Directorate. Incumbent provides policy and administrative direction concerning overall Housing priorities and objectives. Serves as the Housing Branch Chief of the Public Works Division, responsible for the planning, organizing, and directing of Housing functions.
Duties
Prioritize Army Family Housing Operations (AFHO) and Army Family Housing Construction (AFHC) program, ensures Medical Holdover Soldiers are adequately housed.
Manage Army Family Housing and Unaccompanied Personnel Housing, supports Residential Community Initiative (RCI) program, processes, General Flag Office Quarters (GFOQ) housing requests, defines and prioritizes Barracks Upgrade projects.
Serve as the Branch’s primary Officer in the oversight of the synchronization and development of operational plans, orders, and the conduct of Management Decision Making Process (MDMP) style planning.
Oversee development, review, and prioritization of justifications for unfinanced requirements in support of mission-essential travel, civilian pay, general operations and engineer support funds.
Apply an extensive knowledge of management concepts, principles, and practices as well as a general knowledge of the methods, practices, and processes of technical disciplines.
Ensure contract oversight, focusing on defining work requirements, utilizing efficient contract vehicles, identifying funding, and in-/out-processing contractor personnel.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time.

Specialized Experience: One year of specialized experience which includes: Prioritize Army Family Housing Operations (AFHO) and Army Family Housing Construction (AFHC) program, ensures Medical Holdover Soldiers are adequately housed, oversee the proper implementation of laws and DoD policies governing general administrative operations, eliminate government owned Army Family Housing (AFH) in the 50 states and manages the CP27 program, oversee the program management of Branch's Program Funds, internal operating funds, contracts, and budget submissions, oversee development, review, and prioritization of justifications for unfinanced requirements in support of mission-essential travel, civilian pay, general operations and engineer support funds. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14 above).
