This position is located in the Behavioral Health Service Line (BHSL) in the VA Pittsburgh Healthcare System (VAPHS) and reports to the BHSL Chief. The position provides administrative management including human resource staffing, grievance tracking and timeframes, preparation of position management, manpower utilization and organization, information and documentation systems, and the development of databases or spreadsheets to automate paper processes and analyze data within the service line.

Duties

Personnel Administration and Management: Responsible for the full range of human resources administration, provides advice and assistance to managers and staff concerning personnel processes and procedures. Assists with writing position descriptions, developing job analyses, preparing performance appraisals and competencies, and drafting disciplinary and adverse action memos. Oversees orientation for new staff. Ensures all employees have mandatory training. Drafts requests submitted to the Resource Committee for consideration. Coordinates all award submissions to include performance awards, on-the-spot and individual/group special contribution awards, the Federal Executive Board award nominations and assisting with and/or writing nominations for national awards. Coordinates performance appraisal rating activities, professional practice evaluations and scopes, physician performance pay and compensation panels. Assures collection and aggregation of data related to competencies for annual reports. Monitors reports associated with physician performance pay and ongoing performance evaluations and coordinates reports/findings with fiscal, the Chief of Staff Office, Human Resources, and others key stakeholders. Provides oversight to ensure timekeeping is maintained and timely submission of timecards. Provides DSS Labor Mapping for all service line resources, to include employees, contracts, and equipment. Discusses, investigates, and responds to employee grievances and dissatisfactions in order to resolve conflicts. Represents management at labor management meetings. Functions as primary liaison with AFGE to negotiate and support effective labor management relationships and advises all department staff regarding the process for Grievance and Unfair Labor Practices Charges. Prepares reports, briefings, recommendations for action and other communications on service line activities. Maintains a program that evaluates patient or patient representatives; complaints, issues and concerns effectively. Ensures compliance with established processes for and the oversight of record maintenance to meet VHA and JCAHO standards and applicable federal guidelines. Maintains medical school affiliations with regard to the service line's scope of coverage. Evaluates the processes carried out by the service line's and adjusts systems and procedures as needed. Program Performance Analysis: Tracks data and analyzes results, to include trending across years, or designated time spans. Develops a communication plan to convey data resultant information.. Serves as a lead in developing staff to manage and present data; and acquiring the needed training for successful implementation of new processes and procedures. Ensures subordinates maintain and enter data into national or local databases. Reviews quarterly data provided by collecting agency for completeness and accuracy, submitting changes as required. Uses benchmarked data to compare service line performance to VA and private sector systems. Designs tools utilized by supportive staff to ensure proper tracking of performance indicators, and results. Supervisory Duties: Provides technical and administrative supervision. Oversees daily operation of the administrative personnel in the department. Develops work improvement plans, recommends personnel actions. Gives advice, counsel, and instruction to employees on both work and administrative matters. Hears and resolves minor complaints from employees; refers group grievances and more serious unresolved complaints to higher level mangers; effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious cases. Interviews candidates for positions; recommends appointments, promotions, and reassignments; identifies training needs; finds ways to improve production or increase the quality of work. Supervises staff responsible for yearly inventories, and appointing and training key custodians for the oversight of systems to maintain administrative systems, such as key control, PIV, TMS, PKI, ADPAC and prepares and processes all paperwork for these programs and those that serve as a resource for computer issues and liaison with OI&T and Health Information Management. Oversees effective management of all equipment inventories. Serves as the Material Safety Data Sheet/Inventory Coordinator. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/29/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on education and/or experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: assist with writing position descriptions, preparing performance appraisals and competencies, oversee orientation process, provide training to staff, coordinate performance awards, monitor reports, provide oversight for timekeeping, reviews performance measures, provides labor mapping, responds to grievances, manages employee relation matters and track and analyze data. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or successfully completed two (2) full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond .
