You will serve as a PROGRAM MANAGER in the Modernization, Planning & Sustainability Division, Maintenance & Modernization Department of NAVSEA HQ FIELD SUPPORT. You will serve as Program Manager for the assigned acquisition life cycle program, providing overall direction and guidance for the program organization, administration and civilian personnel.
Duties
You will ensure the policy published in the Navy Modernization Process (NMP) Manual and applicable Tech Specs and apply managed focus on the interface between the Warfare Enterprises (WFEs) and the hierarchical Decision Boards.
You will provide policies and processes consistency for the development, approval and installation of modernization, including the management of specific interface functions involving the Navy Modernization Process Team, and Functional Support.
You will exercise independent judgment, applies exceptional executive managerial skills and a broad background of knowledge in program/project management and is accountable for cost, schedule, performance reporting and contract activities.
You will forecast and manage workload Personnel management encompasses organizational structure and resource loading.
You will apply management and business principles to analyze situations, identify problems, probe causes and select courses of action for subordinate managers to pursue.
You will recognize the trade-offs necessary to determine the resulting impact in terms of schedule, cost, and performance risks.
You will provide goals, objectives, program and general guidance for operations consistent with higher level framework/guidance.
You will oversee identification of resource requirements and development of strategies for program planning, budgeting and execution (PPBE).

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the pay band NH-03 (GS-13 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: planning or managing the overall cost, schedule, and performance of technology programs.
