The primary purpose of this position is to serve as a Plans and Programs Officer in the Plans and Analysis Directorate of the AFRCO Field Support Unit, Kirtland AFB NM performing a wide range of functions and tasks that require vision, leadership, and proficiency in developing, coordinating, planning and implementing projects.

Duties

Advises the Director of Plans and Analysis, Executive Director, and other staff members on requirements direction, plans/policy development and the direction of strategies for activity missions and functions. Serves as a technical advisor, programmatic, and policy related matters and on Integrated Intelligence, Surveillance & Reconnaissance (ISR) capabilities. Establishes clear objectives in the context of resources, policy environment, current intelligence on emerging threats and in planning, coordinating and presenting threat concepts of operation and analytical products. Develops and directs policies, principles and concepts for planning, coordinating and presenting threat concepts of operations and analytical products for Combatant Command and Intelligence Community threat assessment requirements. Exercises supervisory personnel management responsibilities.

  • Joint Special Operations experience at the operational and tactical levels is highly desired. This position will have significant interaction with SOCOM organizations at the Theater Special Operations Command level and below.
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions
  • Incumbent may be required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
  • Incumbent may be required to undergo a counterintelligence-scope polygraph examination.
  • Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays. The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of and operational experience in warfare disciplines such as: Special Operations, Combat Arms, or Tactical Aviation. Knowledge and experience in directing or managing an element, unit, or major project, and providing leadership by establishing objectives, making principal decisions, identifying needs, gaining managerial support, initiating actions to meet objectives and evaluating results against the objectives. Knowledge of the decision making process and the ability to apply this knowledge for tactical, operational, or strategic products and support. NOTE: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of and operational experience in warfare disciplines such as: Special Operations, Combat Arms, or Tactical Aviation and skill in analytical methodologies leading to demonstrated ability to perform problem identification, analysis, and resolution to develop and implement plans that are technically and operationally feasible. Knowledge of and experience in directing or managing an element, unit, or major project, and providing leadership by establishing objectives, making principal decisions, identifying needs, gaining managerial support, initiating actions to meet objectives and evaluating results against the objectives. Extensive knowledge of the decision making process and the ability to apply this knowledge for tactical, operational, or strategic products and support. Ability to, and experience in providing operational and procedural advice and assistance for operation and campaign planning, as well as for the conduct, coordination, and execution of threat and field assessments in support of combatant command requirements. Ability to, and experience in leading and fostering collaborative working relationships across organizations and disciplines; and ability to represent an organization and defend the organization's position in conferences working groups and planning sessions. Skill in and experience planning and managing all-source intelligence analysis and production for the purpose of creating operationally focused threat assessments in support of Combatant Command warfighting requirements. CONDITION OF EMPLOYMENT CONTINUED: Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed. This position is a testing designated position and as such requires periodic urinalysis testing; periodic polygraph examinations consistent with position requirements; and psychological examinations, if necessary in the performance of the position. Failure to comply with any of the special requirements, when required, will subject the incumbent of this position to reassignment or disciplinary adverse actions including demotion or removal. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
