About the Position: Serves as a Budget Analyst within the Buffalo Technical Services Division office with the US Army Engineer District, Buffalo Resource Management Office, Buffalo, NY.

Duties
Develops, coordinates, and submits for Budget Officer’s approval Facility Accounts, Regulatory Branch, Repair Fleet and training accounts.
Budget Analyst develops, coordinates and manages assigned District annual operating budgets.
Operating Budget which reflects total income and expenses for fiscal year.
Monitors budget and program execution using data from finance and accounting records, manpower utilization reports, budget estimates, and obligation documents.
Makes continuing review and comparison of actual obligations and expenditures against program plans.
Analyzes and makes recommendations to the senior Budget Analyst on administrative and overhead rates based on workload, income and expense projections.
Routinely reviews overhead balances and need for review of overhead rates.
Collaborates with other organizations (i.e., manpower control activity in Resource Management Office, Programs Management Branch, and technical elements) in forecasting and justifying requirements.
Provides budget and funding information on request to higher echelon.

GS-09 Specialized Experience:
I have one year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes performing statistical budget estimates, justification statements, and budget execution plans for essential programs and activities.

GS-07 Specialized Experience:
I have one year of specialized experience equivalent to the GS-05 grade level in the Federal service which includes As directed performs statistical budget estimates, justification statements, and budget execution plans for essential programs and activities under supervisor guidance.
master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related
