Duties
Research to determine effective approach or methodology by identifying, developing, and integrating pertinent information through various operational research methodologies/analysis procedures and technologies.
Leverage experience and thorough understanding of Planning, Programming, and Budgeting Execution (PPBE) process to conduct analysis of financial data and programmatic requirements to support and/or produce POM deliverables.
Apply analytical, mathematical, or statistical techniques such as program management and resource management to resolve problems; generate ideas for new programs, policies, or approaches and impact of alternative strategies and methods.
Develops, modifies, and applies Operations Research techniques to support the Planning, Programming, Budgeting and Execution (PPBE) process and facilitate effective decision making.
Utilizes knowledge, experience and contacts to organize, define, guide and perform major studies or to develop and improve methodology for implementing analysis and evaluations.
Perform as the Planning, Programming, and Budgeting, Execution (PPBE) process advisor on matters relating to Operational Research Analysis, resolving analysis problems and advise on state of the art analysis techniques.
Attend meetings and conferences, prepares and presents internal program and scientific reports and contributes as sole or co-author of government publications on investigative findings.
Requirements
- Financial Management Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Certified position. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires a security clearance at the Secret level.
- This position requires business travel (TDY) to other duty locations approximately 15% of the time.
- Two year probationary period may be required.

Basic Education Requirement for Operations Research Analyst:
Degree: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized experience: To qualify for the GS-13 level, all applicants must possess at least one full year of specialized experience which includes but no limited to; 1) Applying operations research and analysis in the planning, programming, budgeting and execution (PPBE) process; 2) conducting research and analytical studies to support a resource management program, project or team; 3) producing financial deliverables to support the POM process. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-12).
