About the Position: This position serves as a Senior Operational Research System Analyst supporting POM development and related PPBE activities within the Program Analysis and Evaluation (PA&E) Division, Resource Management Directorate, Headquarters, U.S Army Futures Command (AFC) in Austin, Texas.

Duties

Develops, modifies, and applies Operations Research techniques to support the Planning, Programming, Budgeting and Execution (PPBE) process, deliverables, and facilitate effective decision making. Leverage research and analytical experience and thorough understanding of Planning, Programming, and Budgeting Execution (PPBE) process to conduct analysis of financial data and programmatic requirements to support and/or produce POM deliverables. Coordinate with program managers, functional subject matter experts, and resource management personnel to evaluate requirements, operational impacts, and risk. Compile, analyze, present, and defend AFC's Program Objective Memorandum (POM) requirements. Research to determine effective approach or methodology by identifying, developing, and integrating pertinent information through various operational research methodologies/analysis procedures and technologies. Apply analytical, mathematical, or statistical techniques in program management and resource management to resolve problems, generate ideas for new programs, policies, or approaches and impact of alternative strategies and methods.

Basic Requirement for an Operations Research Analyst: Degree: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes 1) Experience applying advanced operational research techniques to facilitate DoD planning, programming, budgeting, and execution (PPBE) processes and 2) Experience analyzing DoD requirements to support financial deliverables and Program Objective Memorandum (POM) development and 3) Leading/overseeing a cross functional planning team or project. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Concepts, Policies, and Principles of BudgetFinancial Management AnalysisProblem SolvingRequirements AnalysisResearch and Data Analysis Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
