This position serves as an Equal Employment Opportunity Specialist located in the Bureau of Land Management (BLM), Oregon/Washington State Office, Office of Civil Rights (OCR).

Duties

The OCR is responsible for assisting in developing, directing, finalizing, and issuing policy guidance regarding the BLM's Civil Rights and Equal Employment Opportunity (EEO) program in compliance with Title VII of the Civil Rights Act of 1964, as amended, and in accordance with other applicable laws, statutes, directives, and regulations. The EEO Specialist performs a broad range of duties with a national and local scope related to the administration of the BLM's Civil Rights Program, which includes the Complaints Program, the Diversity and Inclusion Program, Public Civil Rights, and other related statutes to include Title VI, VII, IX, Limited English Proficiency (LEP), Section 504 of the Rehabilitation Act of 1974, and the Americans with Disabilities Act (ADA). The incumbent provides EEO services and support functions to BLM's senior leaders, managers, supervisors, and employees including: Carries out EEO complaints processing duties for BLM, Assists with preparation and delivery of training for managers, supervisors, employees, and recipients in the various aspects of EEO and PCR programs administered by the OCR, Participates in the development and implementation of the BLM Diversity and Inclusion Program. Provides advisory services to managers and supervisors on recruitment activities and ensures outreach efforts are effective in addressing barriers, Participates in ad-hoc interdisciplinary Alternate Dispute Resolution (ADR) team meetings and collaborative team efforts to resolve complaint, disciplinary, personnel, and grievance issues, Assist senior Specialist when working with the BLM change management programs within Human Resources, Civil Rights and Diversity Advisory Committees. Participates as a member of evaluation teams conducting cyclical or ad hoc on-site, and virtual, evaluation of Headquarters, State Office, and National Center organizations. Because of the broad scope, depth, critical, and sensitive nature of EEO activities, careful attention to details and confidentiality are essential elements in this position. Duties will be developmental in nature when filled below the full performance level. Promotion to the full performance level is neither guaranteed nor implied and will be based solely on your ability to satisfactorily perform the work of the position, existing work at the higher grade level, and recommendation by the position's supervisor.

Qualifications

In order to qualify, you must meet the experience and/or education requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying. GS-09: Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) interviewing parties to a complaint and summarizing information obtained; (2) searching files and records for evidence relevant to a particular case; (3) analyzing employment statistics and preparing narrative summaries; (4) writing replies to correspondence, or answering factual questions from the general public, agency employees, or others concerning program objectives or procedures. OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS-11: Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) investigating or reviewing of charges of discrimination involving one or more issues such as failure to hire an applicant or failure to promote an employee; (2) reviewing, evaluating and updating affirmative action plans for various organizations within an agency; (3) providing advice regarding the broad range of Equal Employment Opportunity (EEO)/Diversity and Inclusion (D&I) and Affirmative Employment issues impacting an organization; (4) Assisting with the management of Special Emphasis Programs such as specialized employment problems of women, minorities, veterans, the handicapped, persons over age forty, or others. OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Status merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted). One year at the GS-07 is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 is required to meet the time-in-grade requirements for the GS-11 level. Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
