This position is located in Civil Rights and EEO (DE), Compliance, Audit and Risk Management (D), Bonneville Power Administration (BPA).
A successful candidate in the Equal Employment Specialist position will serve as an Analyst, Advisor, and Program Manager to the BPA Director of Civil Rights and Equal Employment Opportunity with oversight of all BPA Title VI Equal Opportunity (EO) Public Civil Rights programs.
Duties
As an Equal Employment Specialist, you will:
Directs Title VI civil rights compliance audits and determinations and ensures that all procedures are followed.
Monitors and evaluates implementation of plan objectives and makes recommendations to resolve identified deficiencies or problem areas based on departmental guidance and policies.
Plans organizes direct, carries out, review, and evaluate a positive management oriented special emphasis and dispute resolution programs that includes efforts to resolve systemic problems
Review Alternative Dispute Resolution plans, develop criteria for the evaluation and assessment of the ADR program and designs data collection formats for needed management information systems.
Plan, implement, and monitor assigned EEO project/programs.
Advise EEO Manager on problems affecting tangible employment actions.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS
A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service.
Specialized experience is defined as: 1) advising on the informal and formal Equal Employment Opportunity (EEO) or Civil Rights Program complaint processes; 2) Ensuring compliance with the Department of Energy (DOE) Equal Opportunity Public Notification requirements.; AND 3) leading the development, implementation, and reporting on organization EEO and Civil Rights programs.
