This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The Alaska District is seeking to fill a Interdisciplinary Position located in the Construction Branch. An ideal candidate will have experience in construction contract administration, claims analysis, litigation and critical path scheduling.

Duties

This is a developmental position; duties listed below will be performed in a developmental capacity at the GS-11 grade level. At the full performance, GS-12, the incumbent will: Provides contract administration expertise to the Area and or Resident Offices and other stakeholders on unique and complex issues, including terminations, variation in estimated quantities (VEQ), time impact analysis, and contract modifications. Incumbent performs professional engineering work in connection with the investigation, accumulation and evaluation of data used to make engineering recommendations in adjudicating contract claims. Supports the Alaska District negotiator for claims requiring current cost and pricing data and audit review, regardless of the location of the contract work. Leads the review and technical analysis of contractor developed critical path schedules while drawing upon and effectively applying a comprehensive understanding of technical engineering processes, constraints and inter-relationships.

The entry requirement requires completion of education or a combination of education and experience sufficient to be comparable to that normally acquired through the completion of a four-year course of study with a major in the professional or scientific field. Specialized Experience for the GS-11: one year of specialized experience which includes applying field engineering or architecture practices to construction contract administration to include claims analysis and/or litigation support; and critical path scheduling. This definition of specialized experience is typical of work performed at the second lower grade/level position in the Federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Specialized Experience for the GS-12: one year of specialized experience which includes applying field engineering or architecture practices to construction contract administration to ensure contract compliance, fair and reasonable dispute resolution to include claims analysis and litigation support; and critical path scheduling. This definition of specialized experience is typical of work performed at the second lower grade/level position in the Federal service (GS-11). At the GS-12 grade level there is no education substitution for experience, you must qualify based on specialized experience.
