About the Position: The Alaska District is seeking to fill the Chief of Construction Operations Division position. An ideal candidate will have a strong knowledge of engineering and scientist disciplines, construction, budgeting and contract management regulations. Incumbent will serve as expert consultant to the District Commander and supervisory manager for the district's multi-million-dollar construction and operations programs, providing technical oversight, and organizational direction.
Duties
Serves as expert consultant and supervisory manager for the District's multi-million-dollar construction and operations programs, providing technical oversight, and organizational direction.
Participates in the development and execution of the District's long term operating budget and prepares input for same.
Continually monitors and evaluates the status of the District's construction program, operations programs and regularly through reports, periodic program reviews and analyses, goals and objectives, and periodic discussions with Key leaders.
Serves as supervisor over the Construction-Operations Division exercising full technical and administrative control over a staff of professional, technical, administrative, and clerical employees.
Serves as consultant and technical manager of the District's multi-million-dollar construction program for new construction and alteration of single and multiple purpose civil works water resource projects.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be a registered Professional Engineer (PE) and/or Architect.
- Incumbent may be required to obtain and maintain a T3 secret security clearance.
- This position is designated as a Key Position.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:To qualify based on your experience, your resume must describe at least one year of specialized experience which prepared you to do the work in this job.
Specialized Experience: One year of experience which includes managing construction and operation programs; providing oversight and program development to a multi-disciplinary team for execution of civil/military works projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-14).
For this job there is no education substitution for experience, you must qualify based on specialized experience.
Selective Placement Factor: This position has selective placement factor which must be met. This position requires registration as a Professional Engineer and/or Architect. You MUST submit a copy of your license or certification with your application package or you will be rated ineligible.
