The primary purpose of this position is to serve as Chief and program manager, organizing, directing, and exercising control over nonsupervisory employees within the Civil Engineer Squadron Project Management Element.

Duties

Plans, organizes, and directs the activities of the Element. Exercises supervisory personnel management responsibilities. Represents the Element with a variety of installation and functional area organizations. Communicates and coordinates Element issues with higher headquarters, regulatory agencies, other installation units, community officials, etc. Directs the development and execution of Element budget and preparation of Planning, Programming, and Budgeting System (PPBS) documentation in support of engineering planning and execution.

  • This is a Centrally Managed Position in the Civil Engineering Career Field. PCS will be paid in accordance with JTR Vol. 2 and applicable Air Force Regulations.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Occasional travel may lack typical amenities such as normal lodging accommodations, cellular communication, and dependency on a local economy.
  • The work will require the employee to drive a motor vehicle. An appropriate, valid driver’s license will be required.
  • May be required to serve as a member of the Emergency Response Force during exercises or in the event of an actual emergency.
  • Professional registration or license as a Professional Engineer or Registered Architect in one of the 50 states or territories is desired but not required.
  • The work requires the employee to access facilities and infrastructure which may require climbing on, crawling under or extensive walking at construction sites, hard hat areas or other base areas.
  • Work will be performed indoors in office-like settings and industrial areas. Some outdoor work may require moderate exposure to cold and hot temperatures including inclement weather conditions.
  • This is a drug testing position; incumbent is subject to random testing for drug use. A pre-employment physical is required for this position.
  • Incumbent must be able to obtain and maintain SECRET clearance.

  • This is a Supervisory Position. A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement.

Qualifications

This is an interdisciplinary position and may be filled as any of the following: 0801-Supervisory General Engineer, 0808-Supervisory Architect, 0810-Supervisory Civil Engineer, 0830-Supervisory Mechanical Engineer, or 0850-Supervisory Electrical Engineer. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, General Engineering Series, Architect Series, Mechanical Engineering Series, Civil Engineering Series, Electrical Engineering Series; Group Coverage Qualification Standard for Professional and Scientific Positions. (Note: A copy of your transcripts is required) General Engineer Series-0801, Civil Engineer Series-0810, Mechanical Engineer Series-0830, or Electrical Engineer Series-0850 Architecture Series-0808 In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of multidisciplinary, professional asset management and engineering theories, concepts, principles, standards, methods, techniques, materials and equipment as well as knowledge of standard construction and contracting regulations, practices and procedures; knowledge of principles of planning and program management; common business and economic principles, theories, concepts and procedures; financial management principles and standards; and the Planning, Programming and Budgeting System. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of multidisciplinary, professional asset management and engineering theories, concepts, principles, standards, methods, techniques, materials, and equipment as well as knowledge of standard construction and contracting regulations, practices, and procedures. 2. Knowledge of the principles of planning and program management; common business and economic principles, theories, concepts, and procedures; financial management principles and standards; and the DoD Planning, Programming, Budgeting System (PPBS). 3. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures. 4. Skill in evaluating state-of-the-art scientific and engineering technologies and incorporating these into the planning, design, operation, maintenance, repair, and upgrade of installation natural/built infrastructure. 5. Ability to analyze, plan, organize, and direct the work operations to meet program requirements and objectives with available resources; and to mentor, motivate, and appraise the staff of an organization. 6. Ability to communicate effectively, both orally and in writing, with senior officials from a broad array of activities, including federal and local government, and industry. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
