About the Position: This position is with the Defense Health Agency. It is located in the Human Resources Department, Directorate for Administration, 633rd Medical Group, Joint Base Langley, Langley, VA. The primary purpose of this position is to analyze, plan, and track personnel security data in support of the Personnel Security Program and Information Security Program requirements supported Health Clinics.
Duties
Provide information and assistance to organization personnel of a major Medical Treatment Facility and affiliates regarding the Personnel Security Program and Information Security Program.
Conduct fingerprinting of personnel for the purpose of new investigations, reinvestigations, and reverifications.
Execute and validate security clearances for all civilian, and contract personnel assigned to the market and Military Treatment Facilities.
Grant interim security clearances based on review and analysis resulting from record checks.
Provide personnel security training and briefings to Market and staff personnel.
Recommend procedures for use in local policy and command directives of the Personnel Security Program.
Conduct inspections and assistance visits to ensure compliance with security policies and directives.
Ensure records are kept in compliance with established regulations and intelligence oversight rules.
Implement Personnel Security policies and procedures to meet and sustain all aspects of compliance with governing activities.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 3 security investigation or access for the duration of employment. A background investigation and credit check are required.
- This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
- This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing. Tentatively selected applicants will be required to sign DA Form 5019 requiring participation in random urinalysis testing.
- A Department of Defense Security Fundamentals Professional Certification (SFPC) conferral is required within 2 years of the established employee entrance on duty or initial assignment date to this position.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes 1) examining security documents to determine the suitability of personnel such as civilian and military, 2) utilizing automated security systems to enter and retrieve information, 3) conducting electronic fingerprinting of organization personnel requiring new investigations, reinvestigations, and reverifications, and 4) assisting in implementing policy and procedures of the agencies personnel security program. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Law Enforcement, Security, Emergency Management and Criminal Justice. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
