This position is located in the Special Security Operations Division, Office of Information Security, Directorate of Security Infrastructure, Bureau of Diplomatic Security (DS/SI/SSO) Department of State. You will serve as Chief, Procedural Security & Accreditation Unit. The Procedural Security & Accreditation Unit is responsible for coordinating certification and accreditation of all Sensitive Compartmented Facilities (SCIFs) worldwide.
Duties
Maintains a thorough and current awareness of Intelligence Community (IC), Department and Diplomatic Security policies, plans, initiatives, and developments impacting or otherwise influence information security programs.
Developing the policies and procedures for implementing the Sensitive Compartmented Information (SCI) physical and procedural security programs for all Department offices and personnel domestically and overseas.
Estimates the Unit’s resource needs, develops and defends budget requests, establishes priorities for the allocation of approved budgets, and implements and monitors funding controls to ensure optimal utilization of the Unit’s budget.
Reviews National Intelligence policies and procedures to ensure the protection of SCI within the Department or provided to private industry and implements those policies within the Department.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
- Experience utilizing Federal statutes and authorities for the protection of classified National Security Information and intelligence information, including Sensitive Compartmented Information (SCI), and intelligence sources and methods.
- Experience developing budgets for U.S. Government programs and managing the resources strategically.
- Experience interacting with senior officials throughout Federal agencies including the Intelligence Community, as well as Congressional committees.
- Experience managing physical security pre-construction, construction, expansion, or modification plans for Sensitive Compartmented Facilities (SCIFs).
There is no substitute of education for specialized experience for the GS-14 position.
