This position is located in the Bureau of Diplomatic Security, International Programs Directorate, Office of Overseas Protective Operations. You will serve as program manager, for an assigned worldwide geographic area, responsible for developing program policies and standards, related to local guard, surveillance detection and high threat protection service programs and operations.
Duties
Serves as a local guard, protective services program manager for posts in high threat locations.
Reviews and analyzes post's budget request, makes funding recommendations, tracks funding allotments, program costs and program administration, to ensure adherence to program objectives and financial management policies and guidelines.
Develops and provides interpretation and implementation of policies, standards, and procedures governing local guard, surveillance detection, protective services and operations. Administers the centralized aspect of the programs and operations.
Plans and delivers training sessions for program policy, standards, and procedures for assessment of needs, contracting, programs, financial management, documentation and review. Reviews contract terms and technical specifications.
Plans and conducts post program reviews and on-site surveys and evaluations of local guard and surveillance detection programs, to ensure compliance with standards, policies and guidelines.

Qualifications
Applicants must meet all the qualification requirements described below by the closing date of this announcement.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience analyzing security laws, regulations, and guidelines related to security protection, surveillance detection and security services abroad.
Experience researching and identifying state-of-the-art security technology, systems, devices and measures in the field of facility and surveillance detection to test and introduce new security technology.
Experience analyzing and evaluating security operations to establish policies, procedures, program assessments and reviews.
Experience conducting contracting and financial management activities.
There is no substitute of education for specialized experience for the GS-13 position.
