This position is in the Protective Technology Branch (PTB), Security Systems Integration Division (SSI), Office of Security Technology (ST), Countermeasures Directorate(C), Bureau of Diplomatic Security (DS/C/ST/SSI/PTB). You will be responsible for the Countermeasures and Integration (C&I) program management of three separate and distinct sub-programs: Vehicle Platform Integration Management (VPIM), Electronic Countermeasures (ECM), Mobile Video Systems (MVS) and Training.
Duties
Provides expert advice and guidance to Bureau’s management relating to ECM, MVS and VPIM program technologies, and the development of current and future program requirements.
Establishes program budget projections for management's overall approval.
Disseminates finished intelligence reports and raw intelligence data to Chief of Mission (COM) personnel.
Serves as Contracting Officer Representative (COR).
Provides technical guidance and expert counsel to Security Technology (ST) management in all matters related to threats and countermeasures.
Requirements
- U.S. Citizenship is required.
- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Top Secret security clearance.
- Obtain/maintain eligibility to access Sensitive Compartmented Information
- Statement of Employment & Financial Interest required prior to appointment.
Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
-Experience analyzing, evaluating, and interpreting intelligence data for security programs.
-Experience developing and validating Independent Government Cost Estimates (IGCE).
-Experience evaluating the effectiveness of procurement functions.
-Experience providing technical guidance and expert counsel on security systems and state-of-the-art technologies.
There is no substitute of education for specialized experience for the GS-14 position.
