This position is in the Bureau of Diplomatic Security, High Threat Programs Directorate, Office of Regional Directors (DS/HTP/RD). You will serve as a Senior Area Desk Officer responsible for a broad range of security activities and operations in support of the Regional Security Officers (RSOs) at high threat posts in the assigned regional area.
Duties
Advises and assists the RSOs in establishing plans, priorities, and budgets for all security programs and operations at posts. Ensures adjustments are made as necessary in response to changing security conditions and requirements.
Consults with appropriate officials in the Department and in other Federal
agencies in order to maintain a current awareness of the programs, operations, and security requirements of all organizations within the regional area of responsibility.
Monitors the day-to-day activities of high threat posts in the specific regional area, providing expert operational advice, guidance, and assistance, as needed, to RSOs and other security personnel at high threat posts in the assigned regional area.
Reviews/evaluates security programs/operations, security surveys, status reports, special investigative reports and other information received from high threat posts. Reviews security policies, programs and standards to recommends effective changes.
Serves as chairperson or member of ad hoc committees and working groups responsible for the development
of solutions to novel or unusual security problems in virtually all aspects of security encompassing all or many
regions world-wide.
Requirements

- Must be able to obtain and maintain a Top Secret security clearance.
- Obtain/maintain eligibility to access Sensitive Compartmented Information
Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience developing, assessing and implementing strategic plans to assess security operations at diplomatic missions.
Experience reviewing, analyzing and evaluating security surveys and other relevant data to provide comprehensive guidance and recommendations to decision-makers.
Experience coordinating budgetary and other resource requests related to the management and administration of security programs.
There is no substitute of education for specialized experience for the GS-14 position.
