This position is located in the Office of the Regional Directors, International Programs Directorate (DS/IP/RD). You will serve as a Senior Area Desk Officer responsible for a broad range of security activities and operations in support of the Regional Security Officers (RSOs) at posts in an assigned regional area.
Duties
Serves as action officer on the entire spectrum of DS's security support and responsibilities to assure that these services are adequate, timely and current as required to support the Diplomatic and Consular posts within the assigned regional area.
Prepares briefing papers relating to the security posture of overseas posts for use by decision-makers prior to inspections of overseas posts.
Reviews and evaluates security programs and operations at posts providing policy, planning, and budgetary guidance. Remains informed on security matters to advise on security capabilities, weaknesses, and threats to people, property and information.
Participates in security seminars, conferences, and meetings to exchange information on overseas security matters including physical, procedural, personnel and information security. Briefs/debriefs personnel after overseas assignments.
Establishes schedules, coordinates, and participates as the lead person in regular Diplomatic Security consultation/RSO program appraisal trips of overseas posts within assigned regional area of responsibility.

- Must be able to obtain and maintain a Top Secret security clearance.
- Obtain/maintain eligibility to access Sensitive Compartmented Information
Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience evaluating and assessing the security environment at overseas posts and developing appropriate mitigation strategies.
Experience reviewing, analyzing and evaluating security surveys and other relevant data to provide comprehensive guidance and recommendations to decision-makers.
Experience coordinating budgetary and other resource requests related to the management and administration of security programs.
There is no substitute of education for specialized experience for the GS-14 position.
