The primary purpose of this position is to perform technical work (gather, organize, report) in support of management analysis, the purpose of which is to evaluate and improve the efficiency, effectiveness and quality of instructional products and processes.

Duties

Plans training evaluations for multiple specialty areas and performs all data system operations. Administers direct correspondence questionnaires and performs quality control measures for all survey responses. Performs a wide range of personnel interaction. Interacts with personnel within and outside immediate organization to include evaluators, numbered Air Force, MAJCOMs, BETMs around the world, and graduate/supervisor chains of command seeking/providing clear and concise information. Develops and maintains files. Maintains records of statistical data to be used in the preparation of historical and other reports.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, for GS-1702, Education and Training Technician Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes: 1) ability to utilize a comprehensive working knowledge of the mission in order to update, revise, sort, calculate, and manipulate data in spreadsheets and databases to meet multiple and complex report formats and produce standard reports; 2) knowledge and skill to recognize the scope of the problem, research and provide data in order to take or recommend action; 3) knowledge regarding operation of the HQ AETC Training Quality Assessment (TQA) data system-for which no current literature exists for the multiple operations for which TQA is required AND must be able to self-teach or inquire of other TQA users to learn the rules, procedures, and operations of the TQA data system sufficient to perform various operations in support of Training Evaluations; 4) knowledge of various computer software and hardware AND knowledge of grammar, spelling, punctuation, and sentence structure; 5) skill to prepare a variety of written materials in final form; 6) qualified typist is required; 7) verbal communication skills to effectively interact with a wide variety of contacts; 8) comprehensive knowledge of effective persuasion techniques sufficient to affect usable questionnaire return rates that reach/exceed requisite confidence levels. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of training evaluations and statistical methods and procedures. 2. Knowledge of ADP computer systems used in the processing of automated survey questionnaires. 3. Knowledge of the organization and its functions, MAJCOMs, in order to process surveys. 4. Ability to establish and maintain effective working relationships. 5. Ability to communicate effectively both orally and in writing. 6. Skill of a qualified typist is required. A minimum of 40 WPM proficiency is required. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
