Duties

The primary purpose of this position is to serve as the 82d Training Wing's (TRW) point of contact for matters concerning international training program management and resources oversight for two or more international permanent party partners (countries). The employee is responsible for assisting with the development, implementation, and management of policies and procedures required to standardize and streamline international training functions and responsibilities, and track and manage resources supporting international training partners within 82 TRW training organizations. DUTIES: Implements, organizes, and manages permanent party international training partner support requirements for the 82 TRW. Identifies, develops, and recommends to 82 TRW senior leadership significant and educationally meaningful solutions to international training resources/requirements problems. Reviews and analyzes data to support the acquisition of complex, multi-functional systems, equipment, and services for 82 TRW international military training partners. Represents the 82d Training Operations Organization with a variety of installation and functional area organizations.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, for the GS-1702, Education and Training Technician Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of a wide variety of instructional program planning methods and techniques sufficient to plan total support requirements (i.e., personnel, equipment, facilities, and other resources) for the international training program. Knowledge of a wide range of concepts, principles, and practices of the international education and training program. Knowledge of the major issues, program goals and objectives, work processes, and administrative operations ofthe organization. Knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity. Knowledge of pertinent laws, regulations, policies, and procedures in order to understand which training programs international partners are qualified to attend. Skill and ability to coordinate travel logistics and act as a liaison with international partners to assist with their needs, whether that be related to training, medical, or personal. OR EDUCATION: Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of training practices, administration policies and procedures, and training resources programs, principles, and policies. 2. Knowledge of the principles, practices, and techniques of testing and education services program practices in order to understand and oversee the training of international partners. 3. Knowledge of the procedures for preparing solicitation documents necessary to satisfy operational requirements. 4. Skill and ability to recognize and analyze problems, conducts research, summarize results, and develop timely and economical solutions. 5. Ability to work as part of a team and effectively communicate orally and in writing. 6. Ability to analyze, evaluate, and accomplish international military training studies and projects. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
