The primary purpose of this position Program Analyst, GS-0343-12, is to provide a Test Resource Manager (TRM); directing and coordinating all test resources requirements; such as programming, budgeting, acquisition/contract management, logistics, equipment, facilities, services, manpower, and information technology support requirements for the detachment.

Duties

Apply Air Force military missile operations experience, advises the Commander and HQ AFOTEC on matters of organization, funding, resources, facilities, security, contracts, training, and personnel development policy and regulation and various management and test resource related methodologies, analysis, and evaluation issues. Participate in test strategy development with AFOTECV core teams. Provide technical and resource management guidance to analysts, engineers, test manger, and other personnel in AFOTEC, using commands, and other test agencies. Direct the solution of a wide variety of test resource novel problems encounters when developing and conducting executable test plans in support of detachment test programs. Develop a variety of test resource plans (TRPs) to satisfy agency testing requirements.

  • Prior Air Force missile, and/or cyberspace operations experience is highly desirable.
  • Physical Demands: Work is primarily sedentary, such as sitting comfortably. There may be some walking, standing, bending, and carrying of light items.
  • Work Environment: The work is typically performed in a properly heated and ventilated, and well-lighted office setting.
  • Relocation costs or other incentives may be available and considered by the organization.
  • Selectee may be required to serve a probationary or trial period.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. An example of creditable specialized experience includes: knowledge of the application of analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of Operational Test and Evaluation (OT&E) program operations; including knowledge of regulatory programs, resource management, and organization principles and practice including: development of test plans, planning, programming and budgeting regulations, contract management guidelines and procedures, test range facilities and capabilities plans, and operating program policies in order to effectively manage test program requirements. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a broad range of resource management and business process analysis methods, practices, procedures, policies, regulations, and processes to study, evaluate, plan, coordinate, and provide financial, facilities, contracts, manpower, equipment, and services to meet essential mission requirements. Knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of resource management plans and programs for conducting major operational test and evaluation (OT&E) operations in support of weapon systems development. Knowledge of Air Force and command program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations. Knowledge of the application of Air Force maintenance/logistics expertise as it applies to assigned programs; and assigned weapons systems. Ability to plan, organize, and negotiate effectively with senior analysts and management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
