The Medical Administrative Assistant (Administrative Officer of the Day (AOD) maintain continuity of functions and provides full medical administrative support during other than normal tours of duty to staff members. The incumbent is responsible for achieving management objectives and supporting the decisions of management in carrying out duties. Provides technical guidance necessary to meet procedural, legal and administrative requirements relating to the care and treatment of patients.
Duties
Contingency Management
Provides administrative authority, guidance, and advice to the Medical Officer of the Day (MOD) and other clinical staff concerning administrative matters necessary for the operation of the medical center during other than normal tours. Advises new MODs regarding legal and quasi- legal matters defined in VA directives and interprets VA policies as they relate to patient care and treatment. Provides orientation and situational technical advice to clinical and administrative staff regarding VA policies and procedures. Assists medical center staff with medically related legal problem, involuntary commitments, orders of protective custody, and management of unruly or severely disturbed patients. Performs for administrative matters as the MOD does for clinical matters, working as a team to carry out top management responsibilities during other than normal hours.
Patient Administration
The Incumbent assists patients applying for medical benefits. Applications may be received in person, by telephone, by mail, on-line or referral from another VA. Incumbent is responsible for entering demographic, insurance, and income information into the VistA system. This information serves as a base for determining entitlement to medical care as well as bill preparation and collections on all billable episodes of inpatient and outpatient care. Accurate and complete data collection is essential to proper processing of third-party collection requirements as mandated by law.
Medical Administration
Participates in assignments and reports of analytical studies of problem areas or required monitoring or auditing. Makes recommendations or suggestions for improved methods and procedures; coordinates, implements and completes accepted changes. Investigates issues and prepares complex and sensitive correspondence relating to patient care activities. Completes recurring daily, weekly and monthly reports, audits, meeting minutes or special report as requested.

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Specialized Experience: Possess one year of specialized experience equivalent to the next lower grade level (GS-6) in federal service, involving the performance of administrative and management work or equivalent, in the normal line of progression for the occupation, that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience includes working within a team and/or independently to resolve administrative matters; ability to research, locate, and interpret public laws, rules, regulations, policies, and procedures to make sound decisions using good judgment; experience identifying and analyzing complex problems or situations; experience utilizing a variety of software packages to complete assigned projects, and complete narrative and statistical reports in a thorough, accurate, and timely manner.

Physical Requirements: The work is principally sedentary; however, walking, standing, bending, reaching, and some liftings are customary physical demands of the position.
