The incumbent serves as the Health System Specialist/Training Coordinator for the Health Administrative Service (HAS) at the Canandaigua VAMC/Bath VAMC/Rochester CBOC. The primary responsibility of the incumbent is the development and implementation of the ongoing training programs for employees within the various services that have responsibility for using HAS packages (Scheduling, ADT, Bed Control, Registration menus, Travel Menus in VISTA) to perform their duties.
Duties
Duties include, but are not limited to:
Develops and administers training programs for staff throughout the Finger Lakes VA Healthcare System
Insure that quality provisions are planned, developed and implemented to identify, prevent and correct unsatisfactory conditions and elements that influence the regulatory correctness and responsiveness of HAS.
Reviews, analyzes, implements, conducts and evaluates training courses and programs related to Eligibility/Enrollment, Access to Care, Scheduling, Clinic set up, Primary Care Call Center, Special Programs and Medical Records to include Scanning, Release of Information, Insurance Collection, as well as training on new directives and processes
Communicates pertinent facility, VISN and VACO training initiatives to HAS staff
The incumbent participates on facility/VISN-wide committees representing the Business Office.
Designs studies, identifies long-term training program needs, and implements projects to strategically improve customer service and the quality, functionality, and ease of Business Office processes.
Performs audits of processes to ensure compliance with directives and prepares reports of findings to then use as the basis for to address deficient areas through training.
Develops monitors for each of the Business Office special programs to provide objective evidence of the effectiveness procedures and controls.
Performs in depth analysis of stable work processes or service delivery practices to identify reasonable and efficient quality measurements tailored to the activity.
Investigates adverse quality trends or conditions by completing quality assurance studies and initiates corrective action.
Consults with technical experts in each program area to examine and analyze unusual or problem situations indicated by changes in program quality indicators.
Works with the Program Application Specialists (PAS) and supervisors to develop data capture and electronic reporting procedures to track progress of quality program management initiatives.
Works closely with Data Warehouse staff in identifying and developing new reports to be utilized across the clinical side of the house as well as the Business Office.
Monitors Primary Care call center data. Analyzing call volume, speed to answer, and call abandonment rate.
Assists in developing policies and standard operating procedures on various segments of business processes that facilitate goals and objectives of management, patient care, and process improvement.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/02/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate level. .

Physical Requirements: The work is primarily sedentary, although some light physical effort may be required. There may be some walking; standing; bending; carrying of light items including training paperwork or manuals, or small equipment, such as laptop computers, mobile LCD projectors; or driving an automobile. Incumbent may be susceptible to eyestrain from working long hours on the computer.
