This position is aligned under the Associate Chief of Staff for Acute Care, Community Care and Quality Management (ACOS ACCCQM) and additionally supports the Chief, Inpatient and Specialty Advanced Practice Providers (Chief ISAPP). The incumbent works closely with the ACOS ACCCQM and the Chief ISAPP on the administration of their functions and all management matters associated with the programmatic operations of their reporting clinical sections.
Duties
Provides management and program analysis support to the ACOS ACCCQM, Chief ISAPP and their reporting divisions. Directs and perform functions including administration, human resources management, budget and finance, management and program analysis, office support services, document control, logistics, and other administrative matters.

Duties include and are not limited to:
Personnel Administration and Management
Manages the day-to-day administration of the department and provides management assistance to the ACOS ACCCQM and Chief ISAPP.
Serves as the subject matter expert for the interpretation and implementation of policies and directives related to operations in their division.
Directs personnel management for the services/programs performing or overseeing the full range of human resources requirements.
Performs the full range of administrative services for the continuous monitoring for quality, progress, and goals of providers.
Works with staff to ensure currency of licensures and certifications as appropriate.
Trains and works with subordinates from a variety of backgrounds with difference levels and areas of training.
Deals with individuals or groups representing widely divergent backgrounds, interests, and points-of view.
Communicates with others effectively, both orally and in writing, in the creation of solutions to problems or questions relating to the work.
Establishes a comprehensive communication plan (i.e.. meetings, emails, etc.) to disseminate information to staff.
Reviews, approves, disapproves, and certifies payroll and leave requests in accordance with VA policy.
Administrative and Operations Management
Provides leadership for the overall administrative management for the division, including but not limited to: interpreting current administrative policies; reviewing, updating, and implementing administrative policies; defining administrative requirements; and advising management on related issues.
Interprets agency regulations and communicates implications to staff. Develops and coordinates policies and procedures covering internal operations.
Formulates, plans, and advises on problem resolution. When necessary, participates in the implementation of new regulatory requirements within the department as set forth by the VAMC or by the VA, in conjunction with the ACOS ACCCQM, Chief ISAPP, providers, and staff.
Promotes the equal opportunity program and establishes and maintains a working climate conducive to conflict resolution; encourages employee workplace development and empowerment; keeps employees and staff informed of employee incentive and evaluation programs.
Controls and maintains the Equipment Inventory Listing (EIL) for equipment under purview of the department, conducts annual equipment inventory, and disposes of unused and obsolete equipment.
Program Management, Development, and Evaluation
Assists in the development and coordination of the annual business plan which addresses prior and projected workload, capital needs, IT needs, workforce succession strategic planning, educational needs, significant challenges and threats, performance measures, and external surveys (JC, OIG, etc.).
Responsible for the evaluation, coordination, and development of programmatic activities related to the mission.
Monitors all programs for optimal utilization of resources.
Works with stakeholders to develop written proposals for new programs including collecting and analyzing data which identify the need for the program, program evaluation, needed resources and resource management.
Supports preparation for Joint Commission, VACO site reviews, and Inspector General (IG) reviews.
Budget/Financial Management/Contracting
Analyzes program, budgetary, and fiscal data and makes budget recommendations to management.
Monitors expenditures and forecasts changes that require reprogramming of funds for assigned areas of responsibility.
Reviews workload reports to ensure accuracy and compliance with organizational standards.
Prepares and assembles charts, data reports, and narrative and statistical materials to support on-going organizational planning.
Supervision
The incumbent is responsible for the supervision of: (3) Administrative Officers GS-0341-09; (3) Management Assistants GS-0344-07 and (1) Program Support Assistant GS-0303-06.
Work Schedule: 8:00 a.m. to 4:30 p.m.
Telework: May be available per facility policy at supervisory discretion.

Qualifications

Automated Information Systems Security: In the performance of official duties, the employee has regular access to printed and electronic files containing sensitive information, which must be protected under the provision of the Privacy Act of 1974, the HIPAA implementation, effective April 14, 2003 and other applicable laws and regulations.
Information Security and Confidentiality: Manages information security within areas of responsibility to assure that computer system security and confidentiality of sensitive information is maintained, and that employee access to sensitive information is limited only to that which the employee requires to perform their duties.
Customer Service: Meets the needs of customers while supporting the Medical Center and Service missions.
GEMS: In accordance with VHA Directive 2005-011, VHA GEMS, and Governing Environmental Policy Statements, Incumbent ensures the development, implementation and maintenance of GEMS requirements in accordance with VHA and Medical Center policy.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement with one year equivalent to as least the next lower grade level.
For a GS-11 position you must have served 52 weeks at the GS-9.
The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Physical Requirements: Work is chiefly sedentary, but occasional standing, walking, stooping, bending and carrying items weighing 25 pounds, may be required. Assignments regularly involve long periods of standing, bending, and stooping to observe and facilitate group activities. The incumbent is often required to travel and attend functions during other than normal duty hours. The work does include high stress with frequent short deadlines.
