This vacancy is for a Supervisory Management and Program Analyst in the Office of the Secretary, Office of the General Counsel, within the Department of Commerce. The incumbent will serve as the Executive Officer providing leadership and oversight in the areas of administrative resource management, budget execution, human resources management, property accountability, departmental library and program governance and controls in support of OGC's mission.

Duties

As a Supervisory Management and Program Analyst, you will perform the following duties: Manages overall administrative work to promote the attainment of goals and objectives. Exercises delegated authority to oversee the overall planning, direction, and management of other administrative duties such as supervising, maintaining effective controls associated with property accountability, allocated office space, information resources management, travel management, and providing general administrative services for OGC employees. Develops and coordinates strategic planning, organization performance assessment and data analysis using surveys and other evaluation tools. Revises or creates new performance measures, as appropriate, in order to track the overall performance of the organization. Serve as a representative of the General Counsel or the Deputy General Counsel on various interagency and Administration-wide committees, tasks forces, work groups, etc. to resolve problems or plan activities of interagency and agency wide concern/interest. Supervises and provides leadership to a subordinate staff in the Executive Office and the Departmental Library. Executes the duties, responsibilities and authorities of OGC to establish priority of work, to supervise, and to direct the actions of subordinate offices within OGC. Serve as an advisor and assistant to the General Counsel, the Deputy General Counsel, the Chief Administrative Officer and their staff subordinates. Provides advice and guidance to OGC management officials to ensure the development and implementation of policies and procedures needed to support OGC's staff to fulfill its mission. Serves as a representative of the General Counsel or the Deputy General Counsel on various interagency and Administration-wide committees, tasks forces, work groups, etc. to resolve problems or plan activities of interagency and agency wide concern/interest. Qualifications

Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the GS-15 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-14 in the Federal service. Specialized experience is defined as: Serving as an advisor to senior management evaluating and recommending improvements in program or business operations and policies to achieve department-level objectives and goals. Overseeing administrative support activities such as resources, budget and financial management, human capital, personnel, equipment, and information resources to ensure cost-benefit analysis and facilitate operations within a large organization or department; and Setting priorities, assigning work, and evaluating work performance of junior and subordinate staff personnel.
