These positions are located in the Enterprise Program Integration Office of the VA Medical Center in Washington DC.
Duties

Collects data, conducts analysis, and reports on program effectiveness and performance;
Analyzes and evaluates the effectiveness of programs or operations in meeting established goals, measures, and objectives;
Analyzes and prepares program status reports for review at all levels;
Interprets findings resulting from studies that are independently developed;
Analyzes and evaluates both long and short-range research and analyzes program activities;
Conducts findings and analysis for complex issues and coordinates with other organizations, as needed, to appropriately address and resolve the issue;
Advises management of unique conditions and issues which affect program activities and provides guidance on interpretation and implementation of new and revised technical, regulatory, procedural, and operational developments;
Completes analyses of data and identifies programmatically significant findings and develops and updates guidance;
Develops responses and correspondence to internal and external stakeholder inquiries;
Researches, analyzes, and prepares administrative materials and correspondence;
Maintains effective communication with peers and management officials on appropriate procedures and status of projects and issues;
Maintains program data, project files, and documents;
Facilitates the development of recommendations for program officials and supervisors and strives to have viable recommendations accepted by operating components;
Recommends the development of new or modified work methods, procedural changes, systems variations, and acceptance of new technology developments;
Formulates and recommends instructions, directives, guidelines, policies, plans or procedures to administer or carry out functions;
Identifies opportunities for improvement for trainees and employees and provides training consistent with identified needs;
Develops, prepare, and facilitates meetings, and presentations of varying complexity to stakeholders;
Develops, facilitates, and presents a variety of materials such as presentations, training, reports, briefings, and analysis;
Analyzes and evaluates the effectiveness of line program operations in meeting established goals and objectives;
Provides authoritative technical advice and guidance to managers and other contacts on the use of evaluative methods;
Provides advise in resolving common program and/or administrative problems and issues;
Contributes findings and recommendations to higher-level decisions on well-established projects or programs.
Develops and implements new business functions and processes that are both unique and complex due to the fact that variables are constantly changing;
Identifies requirements, originates new techniques, establishes criteria, develops new data reporting requirements, and creates corresponding collection and reporting tools;
Utilizes techniques and methods to collect, research, and analyze data on work operations and management problems;
Performs related duties as required.
Work Schedule: Monday through Friday, 8:00am - 4:30pm.

Qualifications
MINIMUM QUALIFICATIONS GS-11: One year of specialized experience that equipped you with the knowledge, skills, and abilities to successfully perform the duties of this position, and that is typically in or related to the position. To be creditable, specialized experience must have been equivalent to at least the GS-09 grade level in Federal service. Specialized experience includes: applying project management principles; developing project plans, monitors milestones; and evaluating program performance. This experience must be detailed in your resume to receive credit. ~OR~
A Ph.D., equivalent doctoral degree, 3 full years of progressively higher-level graduate education leading to such a degree, or an LL.M. in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. ~OR~
An equivalent combination of specialized experience and graduate education as described that demonstrates your ability to perform the duties of this position. Your experience must be detailed, and transcripts required.

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required (e.g., walking, standing, carrying light items such as manuals or briefcases, or driving or traveling by motor vehicle). Work is typically performed in an adequately lit and climate-controlled office. Occasional travel may be required.
