The incumbent of this position plans, develops, coordinates, and formulates NFC's operating budget and revenue forecasts, and establishes the budget practices and policies related to the development of new lines of business.
Duties
Develops and maintains an integrated financial planning and reporting process that involves formal biannual budgeting, informal short-term and long-term planning.
Analyzes budget estimates and financial plans prepared by managers or staff budgetary personnel for adequacy and conformance with guidelines, limitations, and OCFO and NFC policies.
Plans, develops, and directs the preparation of budget estimates, program needs, and related justification material in accordance with budgetary, OCFO, and departmental policy.
Participates in setting objectives with senior managers to meet short- and long-term budget needs for USDA programs and assists in establishment of activity schedules to meet planned objectives.
Acts as a liaison to the Information Technology Services Division and Government Employees Services Division Directors/representatives regarding budget matters for all new lines of business.
Develops and administers policy for a complete financial management program, including budget, funds control, resources utilization, and organizational and special project cost determination.
Leads the Budget Formulation Team and assures that the team’s work is carried out by performing a range of coordination and support duties and responsibilities.
Interprets comprehensive department, federal, and congressional budgetary regulations.
Conducts briefings and presentations to USDA and NFC’s management and clients.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in Grade: Merit promotion applicants holding or having held a GS position in the past 52 weeks must meet applicable time-in-grade requirements. One year at the GS-13 is required to be eligible for the GS-14.
Time-in-Grade requirements must be met by the closing date of the announcement. Applicants MUST submit an SF-50 that illustrates time-in-grade and reflects title, series, and grade. No Award SF-50s will be accepted.
Specialized Experience:GS-14: At least one year of specialized experience equivalent to the GS-13 grade level or pay band in Federal Service or equivalent experience in the private or public sector that demonstrates a mastery of the concepts, principles, practices, laws, and regulations of budgeting and/or financing. Experience in System Application and Products Enterprise Resource Planning Solution (SAP-ERPs). Experience in either the budget formulation or the preparation of budget estimates and justifications utilizing knowledge of OMB Guidance's and practical application to develop and assess cost methodologies; Experience using accounting standards and practical application in producing financial reports. Experience reviewing budgets using OMB Guidance's to evaluate and assess the impact of budget to the Organization program objectives; experience identifying and analyzing trends in the receipt, obligation, or expenditure of funds, and/or mission workload to ensure that objectives of the annual financial plan are being met on a timely basis and that funds a re available and being properly and effectively used to support assigned program objectives.
