This position is located in the U.S. Department of Agriculture (USDA), Foreign Agricultural Service (FAS), Office of the Administrator (OA) located in Washington, DC.
The incumbent ensures that policy making officials are provided with technical program advice on specific policies, program analyses, and strategies/alternatives.
Duties
Coordinates the development and implementation of the program area and FAS program policies, strategies/alternatives, and related issues.
Plans, organizes, and directs programs and policies to achieve FAS goals and objectives.
Works effectively with management to accept and implement recommendations, where the programs and policies involve substantial agency resources, require extensive changes in established procedures, or conflict with the overall desired outcome.
Analyzes urgent problems and issues.
Calls attention to potential advantages or disadvantages of utilizing a particular course of action under varying situations.
Recommends alternative actions as solutions as necessary to assist high level officials.
Develops courses of action to resolve special problems referred to the Chief of Staff for objective, executive determination.
Directs the formulation and development of recommendations for complex operating policies for the handling of all functions assigned.
Evaluates performance of subordinates and give advice on administrative matters.
Identifies needs and provides employees with necessary coaching, training, and developmental activities.
Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of the assignments, and the capabilities of employees.
Plans and schedules ongoing work, adjusting staffing levels and resource allocations when necessary to achieve work goals and objectives.
Sets and adjusts short-term and long-term priorities.
Evaluates performance of subordinates and gives advice on administrative matters.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
Specialized Experience:
For the GS-14 Level: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates experience:
Knowledge of a wide range of administrative laws, policies, and regulations and precedents.
Ability to effectively plan, implement, and coordinate initiatives and to integrate the results of analyses into overall directive and policy recommendations for presentation to top officials.
Skill in communicating, writing, negotiating, and speaking in a professional and effective manner with private sector leaders, Agency and mission staff, and counterparts in other agencies.
Selective Placement Factor:
This position has a Selective Placement Factor, which is a skill, knowledge, ability, or other characteristic essential for the job's satisfactory performance. The Selective Placement Factor represents the minimum requirements for this position and is a prerequisite for appointment. Your resume must demonstrate knowledge of agricultural trade policy, agricultural trade promotion, or agricultural trade capacity building.
