This position is located in the Office of Intelligence and Analysis, Continuity and Exercise Programs Branch, Department of Homeland Security. Serves as the Program Manager for the I&A Continuity Program and related efforts, to include leading I&A's continuity planning, conduct, and evaluation as well as other mission assurance activities. Non-BU: This is a non-bargaining unit position.

Duties

The primary purpose of this position is to lead the execution of the Intelligence & Analysis (I&A) continuity and other mission assurance programs to enhance the effectiveness of I&A, DHS Intelligence Enterprise, and National Network of Fusion Centers capabilities. Your typical work assignments may include: Formulating and implementing innovative solutions to overcome obstacles to mission success. Being comfortable in a dynamic, fast-paced environment with tight deadlines. Overseeing the preparation of reports, briefing materials, and presentations for senior leaders and other stakeholders.   • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Must be able to obtain and maintain a Top-Secret clearance.

Qualifications

Specialized Experience: To qualify for the GS-14 you must possess the specialized experience equivalent to the GS-13 grade level in Federal Service or equivalent private sector experience that has equipped you with the knowledge, skills and abilities to successfully perform duties of the position such as: Expert level knowledge required in leading the efforts of simultaneously planning, developing, delivering, and evaluating emergency management preparedness national level exercises. Extensive knowledge developing, coordinating, and evaluating emergency management capabilities at the Federal, State, Local Tribal, and/or Territorial level. Knowledge of civilian command structure, missions, programs, and organizational relationships and program goals- and objective, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Mastery of the application of a wide range of qualitative and quantitative analytical and evaluative methods, techniques, and tools to measure, assess, manage, plan, coordinate, integrate, implement initiative. Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary. If you are applying for a higher grade, please provide the SF-50 Form which shows the length of time you have been in your current/highest grade (examples of appropriate SF-50s include promotions, With-in Grade/Range Increases, and SF-50s dated a year apart within the same grade/job).
