This position is located in the Department of Homeland Security (DHS), Office of the General Counsel (OGC), Regulatory Affairs Law Division (RLD). The primary purpose of this position is to serve as a technical advisor in OGC, advising on complex issues related to the economic analyses required under the relevant authorities that govern the promulgation of regulations. Non-BU: This is a non-bargaining unit position.

Duties

As an Economist, GS-0110-15, your typical work assignments may include: Reviewing economic analyses prepared by DHS component organizations and advising DHS components on the proper economic analysis methodologies for the full range of economic analyses required for the promulgation of DHS regulations. Such analyses include economic analyses pursuant to Executive Order 12866 (Regulatory Planning and Review), Executive Order 13563 (Improving Regulation and Regulatory Review), and the Regulatory Flexibility Act. Serving as a top technical expert and consultant in field of expertise. Providing technical leadership on highly complex, unprecedented problems and problems of critical importance and handling assignments that involve a broad and general responsibility for a particular area of economic activity. Planning, coordinating, and directing the full range of economic analyses required to evaluate and shape recommendations among alternatives for implementing proposed changes to comprehensive national and international standards and regulations. Reviewing agency technical and policy documents and progress reports and providing suggestions on substantive problems, findings, and conclusions. Developing and writing policies, strategies, and plans for economics and economic development, programs/projects for agency-wide application. Qualifications

Basic Requirements: A. Degree: Economics, that included at least 21 semester hours in economics and 3 semester hours in Statistics, Accounting, or Calculus. OR B. Combination of education and experience: courses equivalent to a major in Economics, as shown in A above, plus appropriate experience or additional education. Specialized Experience: You qualify for the GS-15 grade level if you possess one year of specialized experience, equivalent to the GS-14 grade level in the federal government, performing the following duties: providing technical leadership and guidance to agency officials, including economists, on the economic analyses needed to promulgate regulations. Such experience may include: (1) providing technical leadership on complex issues related to the economic analyses required under relevant authorities that govern regulations, and (2) providing direction to a team of senior and other Economists in designing approaches for regulations. Examples of qualifying experience include: Individual economic research assignments requiring planning, information assembly, analysis, evaluation, and conclusions and report preparation; OR Supervisory or project coordination assignments involving a staff of professional economists and requiring the evaluation and interpretation of economic information. NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary.
