Duties
ADDITIONAL INFORMATION: The Manpower, Space, and IT Portfolio Manager will actively support Corporate Operations (DXC) to execute and manage manpower, facility and space, and IT mission requirements. This high-paced, high-visibility position manages a portfolio of critical business processes essential to the smooth operation of the Corporate Operations, D Directorate, and EXCOM. This position offers an exciting opportunity to excel at the agency-level and engage with senior leaders of the organization while broadening and deepening expertise in NGA business processes.The Manpower, Space, and IT Portfolio Manager will apply expertise to the following areas by collaborating with SI Directorate's Installation Operations (SIO) construction and renovation processes, project management, quality assurance, and facility/space inspections. The Portfolio Manager will also liaise with CIO and IT Services (CIO-T) IT procurement tools and approval processes. The successful incumbent will also manage processes for Human Development related tasks through PeopleSoft, MarketPlace, and related personnel actions. The Portfolio Manager will utilize platforms and systems for each of these areas to manage, monitor, track, and implement the planning and executing of manpower, space, and IT requirements.Works across NGA entities to: * Serve as a key liaison between SI, CIO-T, and HD elements on behalf of D Directorate offices.* Manage D Directorate assigned workspaces and serve as the Portfolio Manager for workspace acquisitions and negotiations.* Serve as the Portfolio Manager for hardware, software, and communications equipment acquisition and assist customers to properly submit necessary documentation.* Tracks space and IT projects, interfaces with stakeholders, and provides status to customers. Coordinate and assist with acquisition and funding documents for IT procurement actions and serve as POC for IT actions.* Portfolio Manager is responsible for updating and maintaining manpower, space and IT data and systems.Additional Application Requirement: You may be asked to complete one or more assessments in addition to the application you submit on this website as part of your application to NGA. MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). Education: Bachelor's degree from an accredited college or university in Accounting, Business Administration, Business Management, Contract Management, Economics, Finance, Law, Political Science, Public Policy, or a related field. -OR- B. Combination of Education and Experience: A minimum of 24 semester (36 quarter) hours of coursework in any area listed in option A, plus experience in the provision of program management and oversight, policy and resource management, budget allocation and execution, or a related area that demonstrates the ability to successfully perform the duties associated with this work. As a rule, every 30 semester (45 quarter) hours of coursework is equivalent to one year of experience. Candidates should show that their combination of education and experience totals 4 years. -OR- C. Experience: A minimum of 4 years of experience in the provision of program management and oversight, policy and resource management, budget allocation and execution, or a related area that demonstrates the ability to successfully perform the duties associated with this work. DESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired: 1. Demonstrated negotiation techniques to bring about resolution of conflict and negotiated agreements under time-sensitive circumstances with peers and senior leadership alike.2. Knowledge of various HD policies, processes, and systems such as manpower, personnel management, and change requests.3. Knowledge of various Facilities Space policies, processes, and systems such as facilities space reports, agreements, and change requests.4. Knowledge of various software and hardware policies, processes, and systems such as IT acquisition, software renewals, and IT management.
