About the Position: This position is for an Engineering Technician for the Geotechnical Branch in the Rock Island, Illinois District.
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
Duties
Serve as a soils and subsurface exploration technician for the Branch.
Perform and/or supervise laboratory testing of soil, rock, and concrete materials; plots logs of test borings; conduct slope stability and underseepage studies; and, participate in periodic inspections.
Prepare and conduct exploration and instrumentation programs; conduct high water distress documentation; participate in field inspections of quality control and or assurance testing laboratories and equipment.
Conduct complex field explorations of widely different subsurface conditions in advance of proposed projects.
Provide technical supervision/direction over and/or perform laboratory classification and physical testing.
Perform slope stability and underseepage stability studies.
Conduct field oriented inspections; prepare reports and documentation; and, makes recommendations as necessary.
Participate in safety inspections of completed water retaining structures.
Adapt new geotechnical computer programs in conjunction with utilizing existing programs to meet Branch application for slope stability analyses.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent must possess a valid State motor vehicle operator's license for the class of vehicle being operated based on site specific, job related requirements, and must maintain this license.
- Temporary duty travel is required 25% or more of the time depending on mission duties and site location.
- A one year probationary period may be required for candidate.

Minimum Qualifications for GS-07:Specialized Experience: One year of specialized experience which includes learning about and assisting with lab testing of soil, rock, and concrete materials; assist with maintaining plot logs of test borings and learn slope stability and underseepage studies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).

Education: One full year (e.g., 18 Semester hours) of graduate level education in a field directly related to the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
Minimum Qualifications for GS-08:Specialized Experience: One year of specialized experience which includes assisting with lab testing of soil, rock, and concrete materials; assist with maintaining plot logs of test borings and assist and learn slope stability and underseepage studies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).

Education: One and a half years (i.e., 27 semester hours) of graduate level education in a field directly related to the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total semester hours minus 18) by 9. Add the two percentages.
Minimum Qualifications for GS-09:Specialized Experience: One year of specialized experience which includes assisting in the evaluation of project schedule, budget, or performance; analyzing levee data from various sources to ensure compliance with wide range of regulations, policies, or procedures; and building and/or maintaining effective relationships internal and external to the organization.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08).

Education: Two full years of graduate level education or a Master's degree in a field directly related to the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total semester hours minus 27) by 9. Add the two percentages.
Minimum Qualifications for GS-10:Specialized Experience: One year of specialized experience which includes performing lab testing independently of soil, rock, concrete materials and assist with plots logs of test borings and conducts slope stability and underseepage studies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
