Incumbent provides expert analysis and consultation for comprehensive Office of Human Resources' (OHR) systems planning processes.

Duties
Develops and maintains short- and long-range plans that provide leadership and direction for planning, goal setting, budget formulation and/or contract activities.
Develops proposals, prepares written impact papers, work plans, project plans and/or reports. Conducts or participates in briefings for Staff and/or Deputy Staff Director on the status of various projects.
Assumes full technical responsibility for the formulation, coordination and development of special studies, projects, or research work. These are conducted at the request of OHR management or on own initiative.
Develops, conducts and/or manages the design, preparation and presentation of automated and multimedia presentations that provide project status, problem identification and
{CONT} impact and trend analysis using online interactive databases and audiovisual facilities.

Qualifications

HOW TO QUALIFY: Eligible applicants must meet the following qualification requirements.
Applicants must qualify for the series and grade of the posted position. Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

To qualify for the 2210 IT Specialist series, applicants must demonstrate the following IT-related competencies:

Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
Applicants must have 52 weeks of specialized experience at the GS-12 level, or equivalent, which is in or related to the work of the position to be filled and has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience should include work that involved developing and implementing IT project plans and communicating detailed information (including project status) to senior level officials.
