Duties

Develops and maintains short- and long-range plans that provide leadership and direction for planning, goal setting, budget formulation and/or contract activities. Develops proposals, prepares written impact papers, work plans, project plans and/or reports. Conducts or participates in briefings for Staff and/or Deputy Staff Director on the status of various projects. Assumes full technical responsibility for the formulation, coordination and development of special studies, projects, or research work. These are conducted at the request of OHR management or on own initiative. Develops, conducts and/or manages the design, preparation and presentation of automated and multimedia presentations that provide project status, problem identification and {CONT} impact and trend analysis using online interactive databases and audiovisual facilities.

To qualify for the 2210 IT Specialist series, applicants must demonstrate the following IT-related competencies: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Applicants must have 52 weeks of specialized experience at the GS-12 level, or equivalent, which is in or related to the work of the position to be filled and has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience should include work that involved developing and implementing IT project plans and communicating detailed information (including project status) to senior level officials. Qualification requirements must be met by the closing date of this announcement. Applicants for promotion must have 52 weeks at GS-12. Time in grade requirement must be met by the closing date of this announcement.
