This position is located in the Department of Homeland Security (DHS),Office of Intelligence and Analysis (I&A), Program and Performance Evaluation (PPE) Division. The primary purpose of this position is to provide a range of support services, associated with the establishment and maintenance of a performance management framework for intelligence operations and mission support functions. Non-BU: This is a non-bargaining unit position.

Duties

I&A's Program and Performance Evaluation (PPE) Division establishes and maintains the performance management framework for I&A's operational and support functions. PPE aids both ODNI and the DHS IE related programs in the implementation of performance management capabilities, real-time monitoring and long-term performance analytics. The vision of PPE is to further I&A's maturation as a data-driven organization that connects intelligence activities to homeland security outcomes through performance analysis to inform decision making. PPE meets this vision by: Serving as I&A's primary organization for maintaining and analyzing organizational performance and its respective data Driving prioritization and decision-making enhancing senior-level decision-making Supporting and facilitating performance improvement, measurement, and evaluation activities within l&A and across the DHS Intelligence Enterprise (IE) to assess the effectiveness of programs and monitor performance overtime. Equipping Office and Enterprise managers and operators with tools to continually improve mission efficacy and efficiency. PPE provides a range of support services, both to I&A and throughout the DHS Intelligence Enterprise (IE), associated with the establishment and maintenance of a performance management framework for intelligence operations and mission support functions. Along with the DHS Headquarters partners, PPE provides technical assistance and subject matter expertise to both I&A and the IE in the development of their performance measurement and management capabilities. PPE is responsible for collecting and communicating performance data, conducting analysis of results and targets, and providing recommendations to I&A and IE leaders and managers to optimize quality in pursuit of supporting a wide diversity of intelligence consumers. Additionally, PPE enables I&A and the DHS IE to measure, monitor, and communicate organizational effectiveness to Departmental and Intelligence Community authorities as well as Executive and Legislative branch overseers. This is a permanent appointment in the Excepted Service and will be filled on a full-time permanent basis. Employees hired under an Excepted Service appointment may be required to serve a two (2) year trial period. This position is classified in the Excepted Service under Title 50. As a Management & Program Analyst, GS-0343-9/11, your typical work assignments may include: Implement tools, systems, processes, and procedures to enable the measurement of short-and long-term organizational performance objectives aligned with Office, Enterprise, and Intelligence Community strategic goals Conducts evaluations of project operations, procedures, and organizational structures, identifying deficiencies and recommending ways to improve the effectiveness and efficiency of operations in a program. Collaborate with functional leadership within I&A Mission Centers to monitor and measure both qualitative and quantitative performance benchmarks. Work together with performance measurement counterparts throughout the Department, IE, other IC agencies and Governmental entities to facilitate the internal adoption of best practices and broader intergovernmental alignment of resources, priorities, and techniques All DHS-HQ announcements have a 5 business day open period due to the number of applications received. Requirements

  • You must be a U.S. citizen to apply for this position.

Qualifications

You qualify at the GS-9 grade level if you possess one of the following: Specialized Experience You must possess the specialized experience equivalent to the next lower grade level in federal service (GS-7) or public or private sector equivalent. For this positions, specialized experience is defined as: Knowledge of established intelligence gathering and dissemination principles, pertinent administrative regulations, and other guidelines plus skill in applying well-established information gathering, fact-finding and dissemination techniques. Skill in organizing and presenting data and trends in a variety of formats for presentation to superiors using spreadsheets, tables, charts and other tools. Strong customer service and interpersonal skills to maintain effective working relationships with both internal and external customers. Ability to communicate both orally and in writing to formulate and present findings, briefings, project papers, status reports, and correspondence to foster understanding and acceptance of findings -OR- Substitution of Education for Experience You may substitute education for experience at this grade level by possessing one of following: Master's or equivalent graduate degree Two full years of progressively higher-level graduate education leading to such a degree An LL.B. or JD; in a related field -OR- Combination of Education and Experience You may qualify at this grade level if you have a combination of education and experience (i.e. 6 months specialized experience and over 18 graduate level credits). You qualify at the GS-11 grade level if you possess one of the following: Specialized Experience You must possess the specialized experience equivalent to the next lower grade level in federal service (GS-9) or public or private sector equivalent. For this position, specialized experience is defined as: Knowledge of established intelligence gathering and dissemination principles, pertinent administrative regulations, and other guidelines plus skill in applying well-established information gathering, fact-finding and dissemination techniques. Mastery in organizing and presenting data and trends in a variety of formats for presentation to superiors using spreadsheets, tables, charts and other tools. Strong customer service and interpersonal skills to maintain effective working relationships with both internal and external customers. Ability to communicate both orally and in writing to formulate and present findings, briefings, project papers, status reports, and correspondence to foster understanding and acceptance of findings. Knowledge of laws, policies, procedures or precedents to provide guidance to develop plans and studies related to the evaluation of moderately complex performance evaluation issues or programs. -OR- Substitution of Education for Experience You may substitute education for experience at this grade level by possessing one of following: Ph.D. or equivalent doctoral degree Three full years of progressively higher-level graduate education leading to such a degree An LL.M.; in a related field. -OR- Combination of Education and Experience You may qualify at this grade level if you have a combination of education and experience (i.e. 6 months specialized experience and over 36 graduate level credits). NOTE 1: Only graduate education in excess of the amount required for the next lower grade level may be used to qualify for the next grade level. You must submit a copy of your transcripts for review. NOTE 2: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. You must also submit a copy of your transcript for review if substituting education for experience. All qualifications and eligibility requirements must be met by the closing date of the announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).
