About the Position: The Alaska District is seeking to fill a Management Analyst (Knowledge and Quality Management) position located in the ECO Division, Construction Branch, Construction Support Office. An ideal candidate will have knowledge of construction contract administration, RMS, SOPs and regulations. The candidate must have excellent interpersonal, written and communication skills and be detailed-orientated.

Duties

This is a developmental position; duties listed below will be performed in a developmental capacity at the GS-9/11 grade level. At the full performance, GS-12, the incumbent will: Manages the Construction Management Evaluation (CME) internal Branch audit process, which comprises scheduling, coordinating, and conducting CMEs, preparing and maintaining CME logs and documents, and reporting findings from CMEs to management. Develops and continuously improves various knowledge documents that enhance the Branch’s knowledge and quality management goals. Provides knowledge and quality management support and expertise to Construction Branch management, supervisors, and staff to include providing information on the principles and techniques of International Organization for Standardization (ISO) 9001. Maintains contact with district customers at all levels, collects feedback and researches and investigates new or improved business and management practices for application to Branch programs or operations.

GS-09 Specialized Experience: One year of specialized experience which includes 1) reviewing and evaluating current Standard Operation Procedure's (SOPs) of an organization and 2) ensuring SOPs are properly followed and 3) utilizing QMIS and locating QMIS within organization. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Financial Management, Auditing, Organizational Management, etc. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS-11 Specialized Experience: One year of specialized experience with includes 1) applying analytical and/or fact finding techniques to evaluate SOPs related to construction and tracks inefficiencies; 2) assisting in conducting studies or surveys to determine inefficiencies/efficiencies in construction processes and requirements; and/or 3) assisting in preparing documents and manuals, ensuring SOPs/regulations and/or instructions are properly followed. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education: Completion of Ph.D. or equivalent doctoral degree; or, three full years of progressively higher-level graduate education leading to such a degree directly related to the position being filled which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Financial Management, Auditing, Organizational Management, etc. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GS-12 Specialized Experience: One year of specialized experience which includes 1) applying analytical and/or fact finding techniques to evaluate SOPs related to Construction and tracks inefficiencies; 2) provides advice and quality management support on construction contract administration to program personnel; 3) AND prepares documents and manuals, ensures SOPs/regulations and instructions are properly followed. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Information ManagementPlanning and EvaluatingTechnical Competence Time in Grade Requirement GS-09: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07). Time in Grade Requirement GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). Time in Grade Requirement GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
