This position is located in the Office of the Chief of Staff, Informatics Section, at the Edward Hines Jr. VA Hospital, Hines, IL. (578) - a Level 1a Complexity VHA Facility. The primary purpose of the position is to improve the quality, efficiency, and effectiveness of health care by integrating clinical and information processes necessary to achieve successful adoption and application of new technologies throughout the Veterans Health Administration (VHA).
Duties
The position serves as the knowledge expert and consultant for the electronic health record and associated clinical software, and provides users and staff with consultative support and education. Health Informatics is a discipline at the intersection of information science, health care. and computer science that designs and delivers information to improve clinical care, individual and public health care, and biomedical research. Health information optimizes the usability, acquisition and processing of health? related information, using resources and tools that include people and processes; information and knowledge; algorithms and data; hardware and software. The knowledge and skills gained from training and/or experience in a health science and/or allied scientific field, such as Health Informatics is suggested for the target level position. Health Informatics is a discipline at the intersection of information science, health care. and computer science that designs and delivers information to improve clinical care, individual and public health care, and biomedical research. Health informatics optimizes the usability, acquisition and processing of health? related information, using resources and tools that include people and processes; informatics and knowledge; algorithms and data; hardware and software.-Investigates and analyzes potential or realized adverse operations, trends or conditions and initiates/recommends corrective action and follow-through because of electronic health record conversion.-Provides in-depth analyses, best practice models and creative quality program techniques for consideration in project development.-Develops innovative strategies and recommendations for initiating and establishing goals, timetables, and procedures to ensure successful completion of EHRM deadlines. Monitors compliance with project management standards, policies, procedures, and templates via project audits.-Exercises expertise in clinical operations, develops and/or oversees the development of information related to patient care, such as patient registries to a1low the Clinical Team to track management of patient illnesses; and develops performance management tracking tools.-Actively participates in the development of clinical decision support systems with, for example, the Pharmacy and Therapeutic Committee; the Medical Records Committee; the Clinical Executive Board; program development vendors using Commercial Off the Shelf Software (COTS) and decision support systems; clinical informatics oversight committees; Clinical Practice Guidelines Committee; others as may be decided locally.- Maintains active communication with all VISN 12 staff, affiliated partners, and other relevant personnel regarding EHRM. Serves as a liaison to various VA departments and national level programs covering information transmission, meeting and project coordination, and clinical support and administrative issues related to the EHRM deployment.-As the Health Informatics expert, provides relevant clinical and/or administrative data to identify, quantify, and resolve organizational problems.-Provides for the maintenance and updating of site parameters and site-specific files to ensure proper functioning of complex, interrelated and interdependent software applications.-Provides advisory services to all levels of VISN of Facility leadership regarding the requirements and implications of the EHRM deployment. He/she provides advice to operating managers and supervisors on deployment requirements that can assist in accomplishing the departmental missions and programmatic..-Other duties as assigned.
Promotion Potential: GS 12 is at the full performance level.
Work Schedule: M-F 7:30-4:00PM

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/25/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11(12) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Specialized Experience: Do you possess at least (1) one year of Specialized Experience equivalent to at least the next lower grade level GS-11(GS12) in the Federal Service that equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled? Specialized experience for this position may include: Communicate with the OIT/Informatics contact person for the service/service line, ADPACs in other service/service lines, ADPACs at other VAs, and FCIO/CHIO support staff as necessary; Assist OIT/Informatics in planning by anticipating future computer-related/Informatics needs and communicating these to OIT/Informatics; Train SSL staff in the use of all VistA menu options required for their work (if applicable); Cross-train the alternate ADPAC(s) for the Nursing; Conduct and administer training programs including one-on-one, classroom, virtual/online, or other group setting for SSL; Research and recommend new or alternative training sources.

Physical Requirements: Performance of the employee's duties may require extensive walking per day to meet with Hospital Pentad Officials, Clinic Leads, Administrative Leads, MAS staff, and other clinic personnel. Trips to satellite outpatient clinics (CBOCs) are sometimes necessary and will involve transportation via station GSA vehicle or privately owned vehicle. The work performed is of a precise nature requiring long periods of concentration that is often interrupted. The employee is often faced with changing priorities and with meeting deadlines.
