This position serves as the RCS Chief Client and Employee Experience Officer organizationally reporting to RCS Chief Officer (SES) and is responsible for all functions related to client and employee experience matters including client experience efforts, policies and activities which may be
developed at the National RCS Enterprise level.
Duties
The incumbent will be RCS's key person to lead efforts of building, sustaining, and implementing client experience and employee engagement practices and environments to promote the culture of positive client experiences based on a whole health and Veteran and Service member centered approach across the RCS Enterprise. The incumbent will also consider those who support clients such as staff, family, caregivers, and the community. They will be primarily responsible for bringing systems together to function seamlessly, promoting a culture that considers the needs of the clients and staff, identifying opportunities to improve experiences, and prioritizing and designing action plans for leadership endorsement. The incumbent will respond to current client experience affairs and proactively plan for a sustainable culture that is Veterans and Service member centric.Additional duties and responsibilities include, but are not limited to:
Analyze, coordinate, and manage the continuous improvement of client and employee experience
Work with senior executives to establish strong commitment and support for improving client and employee experience
Educate managers and line employees in the philosophy and techniques of client and employee experience improvement
Promote an enterprise-wide approach to client-centeredness and engagement
Engage the workforce to sustain client and employee experience initiatives.
Serve as a change agent and work closely with RCS Senior and Field leaders in identifying priority areas, developing goals, planning improvement, and measuring effectiveness
Serve as the subject matter expert on established and evolving best practices related to client and employee engagement and experience
Develop and articulate an enterprise level client and employee experience strategy
Facilitate development of detailed work plans related to client experience
Collaborate with RCS Program and District Offices to operationalize the client and employee experience strategy

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/22/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Individual Occupational Requirement: In order to meet the basic requirement of the Health System Administration, 0671 Occupational series:
EDUCATION/Experience: You must possess an undergraduate or graduate level degree with a Major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration -OR- you must possess progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency; and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
Specialized Experience: You must have one (1) year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Your resume must reflect at least 4 of the 6 items listed for specialized experience Note: Examples of specialized experience would typically include, but not limited to: (1)Ability to plan, coordination and execution of business functions, resource allocation and production; (2) developing networks to build strategic relationship to achieve common goals; (3) Skilled in organizing workloads, setting priorities; and determining resource requirements;(3)Ability to communicate information (ideas or facts) to individuals or groups effectively, making clear and convincing presentation; (4)Skill in appropriately applying principles, procedures, requirements, regulations and policies related to specialized expertise; (5) Ability to diagnosis a problem or issue, gather relevant information, formulation and evaluation of alternative solutions or courses of action. (6) Qualitive and quantitative methods for development and management of a major administrative program for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
